Primary School Heads Acting as JSS Heads to Be Moved a Job Group Ahead

Already the Commission issued the school heads with deployment letters allowing them to exercise their management skills in the schools.

However, the bone of contention has been whether the headteachers will benefit monetarily by managing the activities of the schools.

It’s now emerging that TSC will move the headteachers one job group up to entice them to their new mandate.

This is after details emerged that the headteachers could act as Principals for many years as the Commission struggles to establish junior secondary management.

Most primary school headteachers are in job group C4 (TSC scale 9) while others are in job group C5 (TSC scale 10). Those in C4 are earning a basic salary from sh.52,308 as minimum to a maximum of sh. 65,385.

In addition, TSC pays them a house allowance of sh. 13,000 (for those in other areas), commuter allowance of sh. 8,000, hardship allowance of sh.14,650 and a leave allowance (paid once per year) of sh.6,000.

Now C4 headteachers will be moved automatically to job group C5. Here they will earn a basic salary from sh.62,272 as minimum to a maximum of sh. 77,840.

There allowances will also be enhanced. They will get a house allowance of sh. 15,400(for those in other areas, commuter allowance of sh.8,000, hardship allowance of sh. 17,100 and a leave allowance (paid once per year) of sh. 6,000.

One headteacher with junior secondary domiciled in his school and who we met in a cyber said he is happy to manage this category of school.

“Am now here with other BOM members processing a KRA pin for our school so that we can make withdrawals for the junior secondary school. There are so many things to be attended,” said Gerald a headteacher in Taita-Taveta.

DUTIES AND RESPONSIBILITIES OF THE JUNIOR SECONDARY SCHOOL PRINCIPAL

a) Is the Accounting Officer of the school.

b)Maintains the school infrastructure and facilities.

c) Plans, develops and monitors curricular and co-curricular activities of the school.

d) Maintains discipline among staff and students of the school.

e) Ensures the keeping of statutory records of the school, adhere strictly to the approved admission and transfer list from the Ministry of Education and approves issuance of testimonials and certificates.

f) Supervises the proper completion of entry schedule of approved external examinations.

g) Monitors the performance of his Deputy Principal and Deputy-Principals.

f) Should be conversant with Government policies and regulations as they affect the school system.

i) Is to endorse all incoming and outgoing correspondences for action.

j)Maintains a functional and cordial relationship with the school community, School Management Committee, Old Students’ Association and other critical stakeholders.

k) Shall provide job description for all supporting staff.

l) Shall teach minimum of six periods per week.
