The task force looking into the education system now wants the country to have a five-year transition period to phase out the 8-4-4 system.

During the five-year training period, the government shall have addressed the issues of teachers’ preparation, curriculum changes, parental responsibility and required infrastructure.

According to the Presidential Working Party on Education Reform, within that period, the country would have developed adequate infrastructure for the new education system.

In a preliminary report scheduled to be presented to President William Ruto any time soon, the task force also wants the current Grade 6 pupils scheduled to sit for their national Kenya Primary School Education Assessment (KPSEA) to be hosted in their present primary schools.

JSS will remain hosted in existing primary schools for a two-year period after which the task force would have made a permanent decision on where it would specifically be domiciled.

And in a radical departure from the recommendations by Prof Fatuma Chege on the Competence Based Curriculum (CBC), the Prof Raphael Munavu led task force wants the structure changed from the original proposed 2-6-3-3-3 structure to 2-6-2-4-3 .

That means that if the task force report is adopted, pupils will go through 2 years in the Pre-primary /Early Child Development Education (ECDE); 6 years in primary; 2 years in JSS (or any other name); 4 years in senior secondary school; and 3 years in tertiary/university. The Teachers Service Commission (TSC) will also be required to immediately identify primary school teachers who will undergo a month training on how to manage Grade 7 pupils next year.

The preliminary report only addresses the anticipated transition to Grade 7 as the issues of Grade 8 curriculum; delivery and others would be dealt with in subsequent reports. The task force also wants the Ministry of Education to commission a team of qualified personnel for an end term evaluation of the 8-4-4 system and present their findings before it is phased out to pave way for full implementation of CBC.

“This will prevent CBC from facing similar challenges that 8-4-4 went through,” a member of the task force intimated.

Should the government adopt the recommendation to domicile JSS in the existing primary schools, it would have the problem of an imminent crisis that could result from the double intake of at least 2.5 million learners in Grade 6 and Standard Eight to Form One.

In January, pioneer learners under the new 2-6-3-3-3 CBC system will transition to junior secondary school after sitting the Grade Six national examinations.

It is also the year that present Class Eight learners under the 8-4-4 education system will join Form One after sitting KCPE examinations, thereby presenting a huge infrastructure challenge of hosting at least 2.5 million children.

The committee appointed by the President on September 30, that is supposed to be in operation for a six months, is also required to submit to him a progress report every two months from the date of their appointment.

The team, chaired by Prof Raphael Munavu, comprises other globally celebrated Kenyan teachers Peter Tabichi, Mutheu Kasanga, who were part of the CBC task force as well as Prof Collins Odete among others.

The team is expected to study all laws governing the basic education subsector and make recommendations for review of the legislations with a view to addressing “duplication, ambiguities, efficiency, constraints and improving linkages.”

The team is required to study, assess and make recommendations on “the conceptualization and implementation of key tenets guiding the competency-based approach including but not limited to value-based education, community service learning, parental empowerment and engagement.”

They are also to assess and come up with a framework for assessment and examination, quality assurance, teacher education and training as well as teacher deployment.

The Kenya National Examination Council (Knec) has cleared the air concerning payment of teachers who will participate in the 2022 Grade 6 Kenya primary school educational assessment will be paid.

The Grade 6 national test, which will be multiple choice, will be conducted towards the end of this month and will start on the same day with the Kenya certificate of primary education exams.

This year Knec will use teachers in administration of 2022 KCPE, KPSEA, KCSE and DECTE exams and assessments.

Already, the Teachers Service Commission (TSC) has vetted and will deploy at least 250,000 teachers as centre managers, supervisors, invigilators and examiners.

Around 1,268,830 Grade 6 learners are expected to sit for the KPSEA exams; 1,230,000 candidates will sit KCPE exams while 880,000 will sit KCSE.

There emerged a slight confusion among teachers who were selected to oversee the KPSEA exams since they were not sure if they will be paid and the rates that will be used to pay them.

Knec sources have revealed that the teachers who will handle KPSEA, alongside other KPSEA contracted professionals, will be paid the same rate as those who will administer KCPE exams.

The confusion arose more so because KPSEA exams will not have Composition and Insha writings which will be done by KCPE candidates. Some teachers have also been contracted for the first time.

Knec officials now say that the teachers will be said same rates as those who will be in charge of the KCPE candidates.

Kenya Kwanza government’s position on the competency based curriculum (CBC) will be informed by Public views on the latter.

As per the Kenya Kwanza education charter, signed by President William Ruto during his campaigns, the government will review the curriculum after public participation.

“To facilitate the seamless academic progression of learners, the Kenya Kwanza administration commits to review the current exam-based system of academic progression, which has excluded millions of learners based on basic education level exit exams by implementing alternative entry criteria,” reads the part of the charter.

A member of the charter committee confirmed that one of the issues that parents and teachers complained about during the campaigns is the implementation of CBC minus their involvement.

Whether or not the country will revert to 8-4-4 will be subject to the recommendations which will be raised by parents and teachers during public participation forums to be rolled out soon, confirmed the committee member.

“The complaints we received were that teachers have not been well trained on CBC and parents are being burdened,” revealed the member. Parents have taken issue with what they see as unrealistic and expensive assignments given to children.

So far, Dr Ruto has not categorically said he will scrap CBC, but he has consistently said the curriculum will be reviewed when he takes power.

During the launch of the education charter, Dr Ruto said the aim for the review is to have an education system that meets the requirements of the future.

“Our education should move in the direction of not just knowledge and exams, it should move in the direction of knowledge, skills, competencies and values,” said Dr Ruto. He also noted that the current curriculum has been implemented for over five years, hence the need to review it as per Unesco recommendations.

Speaking in Bungoma County a week ago, Dr Ruto said all promises by Kenya Kwanza, including a review on the CBC, would be implemented.

Former nominated MP Wilson Sossion, a key member of the Dr Ruto team, has said CBC implementation was rushed.

Kenya Private Schools Association Vice Chair Solomon Munene said CBC had already taken root in the country and any reviews should be made to improve it. Rushing to make announcements on CBC he said, is wrong and is causing unnecessary panic, he added.

Outgoing Education Cabinet Secretary George Magoha has since asked the new government not to scrap CBC.

The Kenya National Examinations Council (Knec) has issued a stern warning to public and private primary school teachers against uploading cooked scores on its portal.

Knec has threatened to take appropriate action against schools and teachers found guilty of uploading fabricated scores.

This followed complaints by a section of parents that some primary schools are not uploading genuine marks scored by their children.

The parents accused schools of falsifying learners scores while in Grades 3,4,5 and now in 6. These however remain to be allegations till proved by tangible evidence.

Further, the parents claim that the schools are taking advantage of the School Based Assessments (SBA) to draw money from the parents.

According to the parents, the school heads are demanding huge sums of money and resources from them for projects and practicals, against Ministry of Education directives.

Knec has in several occasions asked schools to use locally available resources to implement the project and practical·works.

Some schools are said to collect up to a tune of one thousand shilling per learner for purposes of conducting the project work and exams.

The Grade 6 learners are currently sitting for their national written assessment tests which end on 9th September.

Knec has given schools till 16th September to upload the learners scores on its portal. The examiner says it is monitoring its servers to ensure the uploading exercise is successful and on time.

The scores will be added to the ones they did in Grade 4 and 5 and KPSEA exams to be done in November to determine the placement of learners in junior secondary next year.

The Grade 6 learners have already done their projects and practicals which are also part of the national assessment.

For Grade 6 the practical activity in Art and Craft was about Making a marrionete. In Homescience it was about Stewing.

In Music it was about Performing a folk song. In Science and Technology, it was about Modeling a circulatory system.

And finally in PE it was about Front crawl in Swimming, Rope skipping and two-handed catch in Handball. Schools are required to upload the project and practical work on the knec portal by 16th September.

Education cabinet secretary George Magoha has dismissed calls for Government to give private schools capitation, saying it is entirely up to parents to pay.
“Those in private schools must pay.There has been a little noise about capitation to private schools but that is not going to happen. The Constitution allows us to provide FDSE,” the CS said.

“If you choose a boarding school, you must know that there will be requirements to pay for boarding and feeding. That is why the Government got only needy students from the slums and gave them Elimu scholarship, which is supposed to go for four years,” he noted.
“ We have said that any child who selects a private school must first confirm with their parents. That is why we have roped them,” Magoha added.

He also maintained that it is entirely up to a parent to make choices, saying the ministry has only issued guidelines for JSS selection but the decision stands with learners and their parents.
“Even in the current situation, some parents do not follow guidelines. You find them selecting top schools like Kenya High several times and do not select anything else,” he said.
Magoha reiterated that for JSS, a majority of the learners are expected to be in day schools near their homes.
“CBC will be a great success of the outgoing government. You have seen the passion we have had and hope the incoming Government will continue with the classroom drive in the next one year then there will be no problems,” Magoha said.

The government will continuously review issues that have been addressed by stakeholders in the Competency Based Curriculum.

A conference between education stakeholders from Finland and Kenya was held in Mombasa in August.

The meeting sought to address concerns that were raised specifically in teacher training and assessment.

Curriculum implementation PS Fatma Chege said the curriculum will be reviewed at all stages.

“There’s a provision of continued review, we take  note of what is not happening correctly and can be done at any point,” Chege said.

During the seven-day conference, University education PS Simon Nabukwesi, PS Chege and Education CS George Magoha made their submissions.

Chege said it is notable that the Finish education system does not fail its clients, who are students.

“We have a history of an education system that categorises some of its students as successful clients and majority as failures,” Chege said.

She added that in Finland, teachers have the powers to develop a local curriculum.

But she faulted the Kenyan system for failing to give the teaching profession the prestige it has.

“We are not even trusting our own teachers to give continuous assessment to children they spend with seven or more hours each day with them,” she said.

Previously Kenya has benchmarked with Finland, Germany, Japan, Denmark, Netherlands, Singapore, North Korea and Ghana.

In Kenya, school based assessments are administered by teachers and uploaded on the Knec portal.

However, Knec has criteria to determine the authenticity of marks uploaded by teachers.

While launching Mitihani House in August, Magoha said Knec had instituted required measures to ensure credibility.

The measures target teachers, before assessment, during assessment, marking  and after they submit the results.

“Use of a variety of assessment methods such as practical, oral tests, projects and context based authentic assessments that require learners to demonstrate their competencies,” Magoha said.

Knec also monitors the assessments while in progress and conducts analysis of marks submitted.

“It is evident that the assessment scores submitted by schools for the SBAs are objective, with the scores revealing a normal distribution curve in 2020 and 2021,” he added.

Currently, Knec is administering Grade 6 SBA to the 2022 cohort which began on July 18 and will be complete by September 9.

PS Nabukwesi said there is need to expand infrastructure while implementing CBC.

“Kenya is a growing population where we need to have institutions with increased personnel in order to effectively implement CBC,” he said.

Teachers Service Commission trained Grade 7 to 9 teachers from April 25 and end on May 13.

Commission CEO Nancy Macharia said the training will focus on all the subjects offered at junior secondary.

“The first training will focus on languages, pure sciences, applied sciences, mathematics and technical subjects,” Macharia said.

Six teachers from each school will train in the subject areas.

During the training, they will be grouped according to their respective departments.

Teachers teaching pure sciences will be trained on relatable subjects in junior secondary.

They are biology, chemistry, physics and health education while applied sciences will focus on agriculture, home science and computer studies.

“Under languages, teachers will teach English, Kiswahili, Kenyan Sign Language and indigenous languages,” she said.

Since the adoption of the new curriculum, TSC has trained more than 220,000 teachers in three years.

The commission targets to train another 191,515 teachers in the next three years.

Education Chief Administrative Secretary Sara Rutto said a lot of focus is on the curriculum, the place of assessment and the teacher.

“As we know children will transition from Grade 6 to Grade 7 and it has been a tough moment for the country since we had to recover from Covid-19 by compressing the curriculum,” she said.

Rutto added that planning perspective and the infrastructure development process is very vital.

“The government has also been talking with various actors, many of who are said to have established institutions; capacities in existing schools have also been expanded,” she added.

The second phase of CBC classes will see 3,500 structures erected in selected schools.

Magoha said the Nyanza region is the best in terms of class completion while Mombasa and Nairobi counties are not doing well.

“In Nyanza, out of 81 classrooms, they have completed almost 50 of them. I don’t know what is the problem with our two cities,” Magoha said.

According to Kenya Private Schools Association chairperson Charles Ochome, the sector has already constructed 1,296 classrooms.

Private schools have a target of 5,000 classrooms.

The first phase of construction saw 6,500 classrooms put up while the second phase has 3,500.

Magoha said most counties are at 97 per cent construction apart from a few counties in Western and Rift Valley regions.

More than 1.2 million students are currently in Grade 6. This is the pioneer cohort of CBC and is expected to join junior secondary next year.

According to the ministry, 2.57 million students will be enrolled for Grade 7 and Form 1 during the double intake in January.

The CBC system is also interoperable with other international education systems.

In July, William Mwangi, who is in charge of careers and A Levels at Crawford International School, noted that learners can switch from the CBC to the Cambridge curriculum at different levels.

He said switching requires guidance, timing, assessment and a positive attitude in which the new institution will help the learner transition and settle smoothly.

“Children exposed to the Cambridge system tend to begin the junior levels at an earlier age as compared to the CBC. When moving from CBC to Cambridge, a student will be a year older as compared to the rest,” he said.
