All teachers currently on maternity leave or paternity leave will not participate in the 2021 Kenya certificate of primary education (KCPE) and Kenya certificate of secondary education (KCSE) examinations. The targeted teachers therefore will not take the roles of invigilators, supervisors, centre managers and examiners.

”The Commission has excluded all female teachers who will be serving their maternity leave during the examination period to ensure they attend to their infants without disruption” says Dr Macharia, CEO TSC.

“You may have realised that the Commission has this week released details to all teachers spelling out the much-improved maternity, paternity, and adoptive leaves for teachers in line with the CORT and the 2021-2025 CBA. The aim is to ensure that all teachers involved in the examinations process give the exercise an undivided attention,” added Macharia.

TSC also revealed that 242, 406 teachers have been selected to officiate 2021 kenya certificate of primary education and kenya certificate of secondary education examinations. Speaking during a multi-agency meeting on the 2021 national examinations administration on February 18,2022, at the kenya school of government, TSC CEO Nancy Macharia said that the selected teachers, who will serve as invigilators, supervisors,centre managers and examiners are the best cream of teachers.

“On behalf of the TSC, I wish to assure the country that all the teachers are fully prepared to play their part to ensure that everything comes together as planned in the entire period of the national examinations. This year, the Commission has identified and vetted 242,406 teachers who will be presented to the Kenya National Examination Council to serve as invigilators, supervisors, Centre managers and examiners during this process. Only the best cream of teachers, those who do not have any known disciplinary issues, have been identified as part of the Commission’s determination to guarantee integrity in examination administration,” said Macharia.

Macharia maintained that the 2021 KCPE and KCSE examinations deserve a fair and favourable environment for all candidates to excel, and only the best teachers can provide such an environment.

The TSC Boss also confirmed cancellation of leaves for officers who are currently on leave to reduce gaps in conduction of exams.

“Starting from Monday 21″ February,2022 the Commission will expect all field officers currently on leave to return to their workstations to ensure there are no gaps in service. As a result, we will be cancelling all annual leave and field activities for all our sub-county, county, and regional officers during the examination period. We expect our officers to join hands with other multi-agency sector players in conducting final preparations ahead of the examinations,” she said.

This implies that all TSC field officers who are currently on leave will have to report on duty by 21st this month.

Female teachers’ application portal for maternity leave is now open and they can now apply for the four-month maternity leave. This after the Teachers Service Commission (TSC) increased the maternity and paternity leaves with full pay.

Female teachers will get four months’ maternity leave while male ones will be entitled to 21 days’ paternity leave. Before the 2021-2025 CBA, there was no official application form for paternity leave and interested male teachers would be forced to do a handwritten letter addressed to the sub county director of education.

KNUT and KUPPET, through their secretary generals, have thanked TSC for what they term as a positive move.

“The move is positive towards our 2021-2025 CBA. At least teachers are motivated with the leave and feel that TSC mean well for them,” said a KUPPET executive secretary.

On his part, KNUT Secretary general Collins Oyuu thanked TSC for obeying the CBA and fulfilling part of the agreement.

The development is in partial fulfillment of the Collective Bargaining Agreement (2021-2025) package, which has specific provisions for maternity, paternity and pre-adoptive leave.

“Female employees shall be entitled to 120 calendar days with full pay, with effect from the date of delivery, and the teacher shall not forfeit her annual leave on account of having taken maternity leave,” said the commission’s Executive Officer Nancy Macharia in a statement.

Male teachers will be eligible for paternity leave of 21 calendar days, with full pay once a year within the duration of the spouse’s maternity leave, while teachers seeking pre-adoptive time are now eligible for 45 calendar days, with full pay from the date of adoption.

In the new CBA, which took effect from July 2021, teachers successfully bargained for increased maternity and paternity leave days from the previous 90 days and 14 days for men and women, respectively, to the now implemented 120 days and 21 days.

The agreement was signed between TSC and teachers’ unions.

The CEO said the commission had successfully migrated services related to leave application for teachers to an online platform, as part of the 2019-2023 Strategic Plan.

“The Human Resource Management Information System (HRMIS) Leave Module for teachers was effected from November 1, 2021, and subsequently the leave application process has been executed seamlessly,” read the statement.

The Teachers Service Commission has through a circular directed teachers seeking any leave to make online applications.  Interns are not spared in applying for leaves through online platforms.

According to the circular issued few days ago, there will be no manual application for all types of leaves effective 1st December, 2021.

In the past, manual applications have been used to seek mostly maternity leave, paternity leave, sick leave and study leave. Annual leave has however been automatic since it occurs during December holidays though TSC insists that teachers should apply for the leave because they are always on duty.

Now that it has been made official, it is likely that teachers who will proceed on December Holidays without applying for the annual leave stand losing their annual leave allowance, which is usually paid at the end of January. To avoid such inconveniences, teachers are highly encouraged to apply for annual leaves using the procedure below. Kindly note that the procedure applies for other types of leaves too.

In case of any challenges, teachers are advised to consult the Commission‘s ICT field officers for assistance. Those who have already applied manually and proceeded on leave will not be affected.

Procedure

  • Using your convenient browser, preferably chrome, visit https://tsc.go.ke/ .
  • In the MENU at the top, go to online services. From the drop down MENU, choose HRMIS-teachers.
  • From the sub-menu that comes, click ‘leave.’
  • Put in your details-TSC No, ID Number, Mobile Number and click login.
  • A six-digit authorization code will be sent to your mobile number. Put in the authorization code and click login
  • On successful login the system is able to detect if you are either primary or post  primary teachers
  • Click ‘+’apply for leave or add another leave.
  • Choose your preferred leave type from the drop down menu under type of leave. In this case, its annual leave. Fill all the details and click Ok once done.
  • Fill all the details and click Ok
  • The leave applied will be displayed as under your leaves in a table format. Click attachment to attach a document for the leaves that requires attachment
  • Click on the attachment icon to attach your document
  • Click on on Browse to locate your document
  • Check the declaration box and Click Ok
  • Click close to exit

After completing this process, you will wait for the recommendation from your head of the institution for the commission to take action.
