A PTE (Primary Teacher Education) certificate will not be enough to grant one license to teach in a primary school from next year.

This was revealed from a report published by the teacher employer, Teachers Service Commission (TSC). TSC says primary school teachers with only PTE certificates will be irrelevant as all primary schools will be fully locked into Competency Based Curriculum (CBC) from Grade 1 to 6.

However, in its framework the Commission says it will recruit P1 teachers who undertook the Competency Based Teacher Education (CBTE).

These are PTE teachers who upgraded their certificates to the current Diploma in Primary Teacher Education (DPTE).

It further says the lowest entry grade into the teaching profession will be a Diploma, implying that only teachers with DPTE will be considered for employment in primary schools.

Those employed will be placed in job group C1 meaning TSC will in future scrap job group B5 for teachers which is the current entry grade for primary school teachers.

Thousands of primary and nursery school teachers enrolled for upgrading of their certificates to the CBC Diploma.

A taskforce had recommended both P1 and ECDE teachers to undergo the mandatory training to be at par with the demand of the new curriculum.

The first cohorts of trainee teachers completed their studies and were issued with a Diploma certificate from Knec.

The diploma in primary teacher education is offered in the current primary teacher colleges.

 The entry requirements for the new diploma in primary teacher education are C Plain in the KCSE or its equivalent.

 The new diploma in primary teacher education training shall take three years, as per the approved curriculum designs.

 Upon completing the required hours for coursework and passed the stipulated KNEC assessment, one will be approved to teach in any primary school countrywide.

The teachers will also be required to have completed the required hours for the practicum and passed the stipulated KNEC assessment.

The teachers will undergo a three months micro teaching course, which will be a requirement for teaching practice. During micro teaching, the trainees will prepare teaching and learning materials, which they will use to teach their peers.

The Teachers Service Commission (TSC) has finalized its plans towards ensuring a halt in employment of P1 teachers, who pursued a primary teacher education certificate.

Through its document titled ‘Framework on entry requirement in the teaching service,’ TSC has revealed its plan to do away with PTE certificate as the minimum requirement for entry into teaching service.

Via the same framework, the commission has replaced PTE certificate with a Diploma which will be in line with the Competency Based Curriculum (CBC).

TSC says for a teacher to be employed to teach Grade 1 to 6 he/she must possess a Diploma in Primary Teacher Education (DPTE).

Unemployed P1 Teachers To Be Given Priority In Future Recruitments: TSC

“That the minimum qualification for entry into teaching in Kenya at all levels be a Diploma in Education,” reads the framework.

According to the framework however, TSC has confirmed that it will recognize post training upgrade certificates for teachers who completed ECDE, PTE, DTE BED, DIP ED and SNE training courses.

The Commission says one must have a minimum Mean Grade C (plain) or its equivalent at KCSE and above and a PTE awarded by Knec.

The teachers will then be allowed to teach Grade 1-3 and 4-6 with some specialization on the indigenous and foreign languages.

According to TSC data at least 229,00 P1 teachers are upgrading their skills in various Teacher Training Colleges (TTCS).

The latest decision by TSC will be a blow to P1 teachers who still have hopes that the Commission will employ them even if they fail to upgrade their Primary Teacher Education(PIE) certificates.

In the July 2022 recruitment of teachers for instance, TSC favoured P1 teachers who have upgraded to Diploma.

The new scoresheet released by the Commission awarded 10 marks to teachers with evidence of CBC upgrade certificate during recruitment interviews.

However no teacher had the Upgrade certificate since the pioneer Upgraders are now set to start their teaching practice when schools reopen in September before being awarded the CBC upgrade certificate.

So Far, the Commission has issued Nairobi County with five deployment letters, Nakuru County with two while Kilifi, Kiambu, Makueni, Embu and Kajiado Counties got three each.

The letters have been disbursed despite TSC not advertising for any deployment post this year. Even though TSC did not advertise for the deployment posts this year, it used a generated merit list from previous applications in past years to deploy the PTE teachers.

in 2019,2020 and 2021, TSC had advertised for 1,000 deployment posts.

TSC uses deployment as a form of promotion for primary school teachers who have furthered their studies.

Only those teachers who have studied degree in secondary option are deployed, those who studied diploma and degree in primary option or ECDE are not considered.

A deployed teacher in job group C2 earns a minimum of Ksh34,955 in basic pay and Ksh43,694 at maximum.

They also enjoy a commuter allowance of Ksh5,000, a house allowance of Ksh7,500 for those who are not in any municipality and a leave allowance of Ksh6,000 paid once per year.

Teachers in hardship areas earn an additional hardship allowance of Ksh10,900.

Primary school teachers have begun receiving their letters of deployment to teach in high schools as the Teachers Service Commission (TSC) is adopting new changes concerning deployment of P1 teachers to secondary schools.

This contradicts the usual annual advertisement done by TSC to welcome interested and successful applicants to apply for deployment to secondary schools.

It is surprising that a majority of P1 teachers are still waiting for TSC to make official advertisement for 2022 deployment of p1 teachers, yet disbursement of deployment letters has begun.

Sources have indicated that the commission is relying on its database since in the previous advert, many teachers applied but only 1000 were deployed. Further, since it is an election year, there are so many activities, leaving no time for interviews and applications, especially if most applicants will already be in the data base.

The commission some years before introduction of internship and CBC upgrade program used the same method to recruit P1 teachers in its database and those who had applied before needed not to apply. It  started to implement this policy in the year 2019 where it deploys 1,000 P1 teachers each year to teach in secondary schools.

Therefore, it will not be too hard for TSC to use it this year to deploy p1 teachers using the database of previous applicants.

TSC has a plan to deploy practicing P1 teachers, who qualify to teach in secondary school, to teach in various secondary schools with vacancies.

Despite stopping automatic promotion of teachers who upgraded their certificates in January 2014, TSC still deploys 1,000 PTE teachers each year to teach in secondary schools.

A total of 3,000 P1 graduate teachers were promoted to teach in secondary schools in the last three years.

TSC advertised 1,000 deployment posts in 2019 and another 1,000 in September 2020.The Commission advertised 1,000 more slots for deployment last year.

However, the Commission has not made public through advertisement deployment slots for this year. Primary school teachers have waited for the advert so they can start applying.

TSC was engaged in talks with officials of the Kenya National Union of Teachers (Knut) last week on Wednesday till Friday.

Knut led by its secretary general Collins Oyuu was pushing the Commission to allow primary school teachers who acquired higher academic qualification through in-service training to teach in junior secondary.

Knut demanded that TSC allows primary school teachers with degree in secondary option but C (plain) in KCSE to be promoted to teach in those schools.

Further, Knut wants TSC to recognize PTE teachers with Diploma in secondary option during deployment exercise.

The Teachers Service Commission (TSC) may be forced to reconsider its position as legislatures take the Commission head on regarding teacher qualifications in employment and promotions.

The Members of Parliament (Mps), now want TSC to allow teachers who scored KCSE mean grade C(plain) or below and acquired Diploma’s, post graduate Diploma’s and Degree’s from various accredited learning institutions to be promoted and deployed.

The law makers argue that TSC cannot trash qualifications which universities agreed and led to the teachers to acquire the higher academic papers.

“Look at the kind of salaries teachers earn, If someone can sacrifice part of that salary to improve his or her education it doesn’t make sense that once you complete then that very paper you toiled so hard, four years plus, to get, that it doesn’t add any value to your life,” said Suba Mp John Mbadi in Parliament.

Mbadi said it is unacceptable for teachers to retire with their papers they invested heavily to acquire.

ODM nominated Mp Wilson Sossion had filed a petition (004/2022) in Parliament thwarting TSC move to block teachers with mean C(plain)and below from promotion.

The petition subject: REFUSAL BY THE TEACHERS SERVICE COMMISSION TO ACKNOWLEDGE UNDERGRADUATES, GRADUATES AND POST GRADUATES QUALIFICATIONS ATTAINED BY INSERVICE TEACHERS FROM RECOGNIZED UNIVERSITIES.

According to the lawmaker, the minimum entry qualifications have been approved by colleges and so it’s out of order to bar teachers from promotion and employment.

Mbadi says there should be no other body to trash the minimum entry requirements set by universities and colleges that offer training.

He maintains that when one makes a decision to further their education they invest heavily and this cannot be taken lightly not even with TSC.

Mbadi wants the problem solved once and for all even if it means allocating more resources. He asked the Education Committee members to look into the matter deeply even if it means new budget allocation for teachers.

“If there is budget allocation that may be needed to solve this issue let it be submitted so that we can show respect to our teachers,” said Mbadi

Nyaribari Chache Mp, Tongi Richard,also supported the petition by Wilson Sossion saying teachers need to be respected and not punished.

“We would not have doctors and professionals we have in Kenya if it were not for teachers. We all

fail exams at some point in time depending on circumstances at that time. If a teacher has gone

back to school because he or she has realized the opportunity and value they would add to

Kenyans they should not be punished rather rewarded,” said Tongi.

In December last year during the Kenya Primary School Heads Association (Kepsha) conference in Mombasa, the Commission Deputy Director of Staffing Antonia Lentoijoni said TSC won’t allow teachers with grade C(plain)and below to teach in secondary schools.

She said teachers who did not attain a mean grade C+ in the Kenya Certificate of Secondary Education (KCSE) exam will not teach in secondary schools even if they had attained a degree later.

Lentoijoni added that all secondary school teachers would only be allowed to teach subjects for which they scored below C+ in KCSE.

This also applied for primary school teachers who would only be allowed to teach subjects they scored a C plain in their KCSE exam. She said this would improve the quality of education in Kenya.

She said the bar was raised by the Commission to improve the quality of education, following the challenges emerging in society.

“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.

The decision automatically locked out teachers who scored C-or C and have degrees from going

teach in secondary school, despite a suggestion by Kenya National Union of Teachers

(Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade

7 and 8 in junior secondary school because several of them have masters degrees.

Oyuu’s plea to TSC to allow primary school teachers with C(plain) and degrees to teach in junior secondary school was rejected.

Currently there are thousands of primary school teachers in TSC payroll who are suffering silently despite investing heavily to acquire higher academic papers.

The coming of Career Progression Guidelines (CPG) which ended the Schemes of Service (SoS) and the Teacher Performance Appraisal and Development (TPD) have added salt to the wounds of the teachers.

The teachers only receive acknowledgement letters after submitting their new certificates to the Commission.

TSC Currently only promotes PTE teachers with mean grade C+(plus) and above to teach in secondary schools.

The teachers must also have scored at least C+(plus) in their teaching subjects.

The Commission CEO Dr.Nancy Macharia said academic papers will no longer be the basis for teacher promotion. She said teacher performance is key for any meaningful promotion.

In July last year the Commission launched Teacher Professional Development (TPD)which it said will form part of teacher promotion.

Teachers are required to pay sh.6,000 yearly for the training which takes 30 years.

Teacher will also be issued with a teaching license after every five years and only after successfully taking the TPD modules.

While in Mombasa, Lentoijoni said teachers with the qualification that TSC had approved were the right kind of people who will ensure quality education to the children.

“These are the people with the ability to offer quality education for our children,” she said.

Lentoijoni said the commission trained 28,000 teachers in the last few years to address the shortage of teachers.

She said Kenyan children deserved quality education and that was why the bar had to be raised by the commission.

Letoijoni, who thanked the government for its continued response to the shortage of teachers in the country, however, expressed happiness that at least there was some relief on the shortage of teachers.

She said TSC had now embarked on a new system of recruitment of teachers by first engaging those who want to be teachers as interns who were assigned to experienced teachers for mentorship.

Fears engulfed unemployed teachers holding Primary Teacher Education (PTE) certificate (commonly known as P1) but have not upgraded to Diploma Primary Teacher Education (DPTE) that they will be locked out of TSC employment.

Teachers Service Commission, TSC CEO Dr. Nancy Macharia has However assured them during a media workshop in Naivasha that they will still be employed despite the policy change.

“Remember when we were training certificate P1 teachers it was a government policy. All those trained before the policy came in place must be employed and they will not be disadvantaged,” Macharia said.

Macharia also revealed plans to employ more teachers after July 2022 budget.  TSC is expected to employ more teachers after the Education ministry recommended an increase of Sh15 billion to its annual budget.

According to the Draft 2022 Budget Policy Statement (a roadmap for 2022-23 budget) the document proposes an increase from the current Sh281.7 billion to Sh296.6 billion, an increase of Sh14.9 billion.

The increased funding under the Teacher Resource Management implies that the commission is set to recruit more teachers and cater for an increment of teachers’ salaries.

“TSC is determined to see that teachers are properly staffed. It is working with Ministry of Education to ensure enough teachers are provided by recruiting 5,000 teachers every year and also by engaging intern teachers,” reads a section of the policy.

In October 2021, thousands of unemployed P1 teachers reported to various Teacher Training

Colleges (TTCs) to start the nine-month diploma upgrade program.

Last month the Kenya National Examinations Council (Knec) ordered the trainee teachers be registered for assessments by 3rd December.

The Diploma upgrade program is scheduled to run for nine months where six months will cover class work and three months for teaching practice.

Recently TTC Principals met in Naivasha and had suggested the upgrade program be extended by six more months.

A taskforce had recommended both P1 and ECDE teachers to undergo the mandatory training which started in October. The trainees will be issued with a Diploma certificate at the end of the training.

The upgrading programme shall take 4 terms for DPTE (Diploma Primary Teacher Education) and 5 terms for DECTE (Diploma Early Childhood Teacher Education).

Both will have course work and a full term for practicum.

Graduates for the Upgrading Program shall be expected to teach all the subjects offered in the area of training.

The taskforce said blended learning and distance learning for the Diploma upgrade programme will be considered in due course.

Teacher Service Commission, TSC, has begun the process of deploying 1000 Primary Teacher education graduates currently teaching in primary schools to secondary schools across the country.

Within the past two years, 2,000 P1 teachers have been promoted to teach in secondary schools. The promoted PTE graduate teachers start at job Grade C2 at a salary of 34,955 shillings per month and will move to job grade C3 upon completion of three years according to Career Progression Guidelines (CPG) for teachers

In July 2021 TSC advertised for another 1,000 deployment vacancies for practicing primary school teachers to apply and all the documents of the applicants were verified.

The teachers service commission is in a rush to complete deploying the successful P1 teachers who submitted their applications in July to secondary schools. This is in the interest of the 100% transition and the massive enrollment numbers for form ones in various secondary schools.

Through various TSC county directors, applicants have been instructed to submit certified copies of their degree transcripts. Among the counties that has responded is Kwale county, who will receive the certified copies of degree transcripts next week.

“All primary school teachers who applied to be moved to secondary schools are asked to submit certified copies of their degree transcripts by Monday 9th august 2021 to the office of the TSC county director,” reads a message sent to the primary school head teachers in kwale county.

Several heads from other counties have received a similar text from their TSC county directors, indicating that the successful applicants are soon getting deployed to high schools. The good news is that most of applicants were successful.

Thousands of unemployed P1 teachers will, starting September 2021 join at least one of twenty-four Teacher Training Colleges (TTC) for one year Diploma course. This course is intended to induce them for the changes brought about by the new curriculum.

Sources from the Ministry of Education have revealed that plans have been concluded to advertise the upgrade chances and that will occur any time between June and July this year. Interested persons will be allowed to apply, after which successful applicants will be shortlisted and placed in various government Teacher Training Colleges for the upgrade programme.

The training will take nine months with guaranteed pass for those willing to upgrade starting September 2021 as this will not be a strict regular exam-oriented course but an induction.

The Kenya Institute of Curriculum Development (KICD) is currently working on the curriculum design for the upgrade programme which will only focus on equipping the teachers with Competency-Based Curriculum (CBC) skills since they have already acquired the basic teaching pedagogies.

The resolution was reached after it emerged that no teacher in future will be employed by the Teachers Service Commission (TSC) to join the teaching service without a Diploma.

However, the Commission said whatever changes it is planning in the teaching profession will not be instantaneous as the changes are still at debate level.

“Even if changes may come, they will be gradual. For now, the issue is at debate level. No final word yet,” said TSC.

The government has plans to employ 15000 secondary school teachers in 3 phases of 5000 teachers each in the next three years.

However, the teachers service commission, TSC has confirmed that it has no plans to recruit primary school teachers, a confirmation that has thrown the fate of thousands of unemployed P1 teachers into uncertainty.

In its efforts to fill staffing gaps in schools, TSC will also engage the services of 5,500 intern teachers annually for the next three years in a one-year contract.

The details of all these plans are contained in the programme-based budget 2021 estimates, which also confirms TSC as one of the largest beneficiaries of funding from the exchequer.

The exchequer has allocated TSC KSH. 281.7 billion for the 2021/2022 financial year, up from ksh. 266b in the last financial year.

Over the years, TSC has been struggling to sort staffing shortages, and that wont end even with the recruitment of teachers. Most of the money received by TSC is channeled towards staffing.

As TSC is planning to recruit 5000 teachers and 3, 500 interns in secondary school each year for the next three years, primary schools will not expect any additional teachers since TSC argues that the phasing out of 8-4-4 will reduce workloads in primary schools significantly. Primary schools will only be entitled to 2000 interns per year. Since the government is also doing away with P1 certificate, unemployed P1 teachers have a lot of uncertainties.

For tertiary institutions, only 67 tutors will be hired in 2021/2022 financial year and another 68 in the next financial year.

It raises concerns that in the budget proposal, TSC does not refer to any details of a payment deal with teachers. TSC claims that the teachers’ unions have not engaged it for a new collective bargaining agreement, despite the 31st June expiry of the current CBA.
