At least 1.500 school administrators who applied for promotion, attended interviews and were waiting for promotion letters got a rude shock this week.

Teachers Service Commission (TSC) Instead of issuing them with promotion letters the teachers got regret letters.

However, TSC says 1,300 of the teachers issued with regret letters have another chance to apply for the position.

It is not clear why the Commission revoked their appointments yet they were confirmed and shortlisted after interviews in their counties and were only waiting for their posting.

Some teachers who were acting and looking forward to be confirmed but sadly they missed out. TSC has directed the teachers to re-apply for the positions when a promotion advert is out.

It is not clear if TSC will handle the next teacher promotion issue after the education taskforce recommended the teacher promotion task to be handled by the Ministry of Education.

TSC data shows 3,359 public schools do not have head teachers.

Some 1,918 public primary schools do not have head teachers while another 1,441 secondary schools do not have principals.

Cumulatively, some 3,359 public primary and secondary schools do not have the much-needed Institutional leadership at a time when the government is rolling out critical reforms in the in the education sector.

TSC first advertised for 14.738 teacher promotions in December 2022, before cancelling the advertisement.

It then called for subsequent applications in January this year, then March and another in May after failing to attract the required number of applicants.

A good number of those who attended interviews in March in their counties were posted to schools during second school term.

TSC CEO Nancy Macharia has been faulting teachers for missing out on promotions and for their own stagnation.

She accused teachers of not being willing to apply for promotion opportunities in other counties.

“While undertaking teacher promotion, the commission faced the challenge of “promotion-based localization” in that teacher promotion is now based on the number of vacancies in a specific county,” she stated.

“Teachers are only competing for vacancies in their own counties as they cannot be “transferred” to other counties,” she told MPs when she appeared before the National Assembly Education Committee.

The TSC boss observed that early this year, the commission advertised 14,738 vacancies for the promotion of teachers to different grades to fill positions arising from exits due to natural attrition.

However, only 11.231 teachers were absorbed with 3,507 posts lacking qualified applicants. Of this,1,021 vacancies were reserved for teachers on affirmative action.

TSC advertised for the position of chief principal, principal, deputy principal, senior master, headteacher, deputy headteacher and senior teacher for both regular and special schools.

The Teachers Service Commission (TSC)has kicked off promotion interviews for school administrators in counties.

A number of teachers who applied for the positions of Headteacher and Deputy Headteacher have received already received text messages inviting them for interviews next week

Many counties will have the interviews starting as early as Monday next week i.e. 20th March 2023.

TSC extends JSS application Deadline

TSC plans to promote a total of 11,258 teachers on the common cadre in the current 2022/2023 Financial Year (FY) which is ending June 30,2023.

This is in addition to several other cadres that are lined up for upgrade. This revelation was made by TSC Secretary and Chief Executive Officer (CEO) Dr. Nancy Macharia when she appeared before the Departmental Committee on Education.

She had been required to file a report on the controversial teachers’ medical cover, recruitment, promotion and delocalization.

In a document TSC says a total number of 5,436 primary school teachers will be promoted from grade B5(Primary Teacher I) to C1(Primary Teacher II), a total of 614 teachers from grade C1 to C2, and 5,208 from C2 to C3.

“For the year 2022/2023, the commission, subject to budgetary provision, shall in line with Regulation 74 of (Code of Regulations for Teachers) CORT promote a total of 11,258 teachers in the common cadre promotions,” said Dr. Macharia in the report.

According to the data, Kakamega will have the highest number of promotions under this category with a total of 551 teachers, who will include 227 teachers from B5 to C1,36 from C1 to C2.and 288 from C3 to C4.

Garissa County on the other hand will have the lowest number of 38 teachers, being of 614 teachers from grade C1 to C2, and 5206 from C2 to.C3.

Accordingly, the commission plans to promote another 13.717 teachers on competitive promotion and 1,021 on affirmative action in arid and semi-arid land (ASAL)and Hard to Staff areas.

on the other hand, the commission also revealed that it had identified a total of 7.282 serving primary school teachers with requisite qualifications to be deployed to junior Secondary School (JSS).

More mapping to identify eligible primary school teachers to serve in jss is ongoing to address the

shortages, with the qualifications being possession of either a Diploma in Education or a

Bachelor’s Degree in Education, at least a C+(plus) mean grade in KCSE or its equivalent.at least a

C+(plus) in two teaching subjects, and at least 8 units in each of the two teaching subjects.

According to Dr.Macharia,the commission has been addressing teacher shortage in secondary schools by promoting and deploying primary school teachers since 2019.

TSC promoted a total of 4,006 teachers in the FY 2019/2020 and 16,032 in the FY 2020/2021,while in 2019/20 FY the commission promoted a total of 5,034 teachers and 94,176 in the 2020/2021 PY on common cadre.

On teachers who have acted for long without being confirmed the Commission stated that despite

the requirements set out in the Policy on Appointment and Deployment of Institutional

Administrators, teachers who have acted as institutional administrators have an added advantage

during interviews as they are awarded marks on the number of years they have been acting.

The commission recruited 30.550 teachers recently and posted them to jSS but still faces a shortage of 30,550 given that Grade 7 requires 61,100 teachers.

According to a TSC brief, the interviews will be conducted at regional and county levels from between November 1st and November 12th.

Most of the vacancies whose interviews will be conducted will be for chief principals, principals, deputy principals, headteachers, deputy headteachers and senior teachers.

The interviews would also lead to the promotion of 1,376 teachers as heads and deputy heads in the new arid and semi-arid lands (Asal) and hard-to-staff regions.

“This is on affirmative action to grow teachers progressively,” the notice says.

The promotions are in line with the career progression guidelines, which came into effect in 2018.

Interviews for the 1,995 interns – some 1,038 for primary and 957 for secondary schools – will also be conducted next month.

In the last one year, the commission has promoted more than 100,000 teachers in line with the 2017-21 collective bargaining agreement that expired on June 30.

Among them are 15,407 teachers who were interviewed in December 2020 and February this year.

The other 99,078 were elevated under the common cadre established, while 712 teachers and institutional administrators in 10 Asal regions rose on the basis of affirmative action, the commission says.

2021 List Of P1 Teachers Moved To Secondary Schools Per County

A total of 115,197 classroom teachers, senior teachers, deputy headteachers, headteachers, curriculum developers, deputy principals and principals have been promoted in a year.

“The collective bargaining agreement granted all cadres of teachers a common promotion after serving for three years in the entry grades,” reads Teacher’s Image, a magazine produced by the commission.

P1 teachers at job group B5 were promoted to job group C1, diploma certificate holders in job group C1 were promoted to job group C2 while degree certificate holders in job group C2 were promoted to job C3.

“The promotions are a departure from the past where P1 teachers entered and retired from service in the same grade,” the TSC said.

“This is an indication of the commission’s commitment to cater for the professional growth of teachers by a clear career path for the worker.”

According to the career progression guidelines, a teacher must have served in their current job group for three years

While advertising the posts, TSC chief executive Nancy Macharia said there are vacancies for secondary school teachers, senior masters and deputy principals, primary school teachers, senior teachers, deputy headteachers and headteachers in counties classified as dry.

She said the promotion of teachers in Asal regions is part of the promise made by the commission in the 2021-25 collective bargaining agreement.

Teachers in Asal regions holding the posts have being serving in acting capacity for more than three years.

Schools in the regions have been experiencing an acute teacher shortage due to insecurity.

Many teachers posted to these regions seek transfer shortly after.

A number of teachers are also being moved from primary to secondary school to handle junior secondary students ahead of the rollout in 2023.

The TSC plans to extend the serving period of 4,005 interns, whose one year term was to end in December.

It means the total number of interns in schools would increase to 6,000.

The 1,995 interns to be recruited from next week are expected to report to school in January 2022.

The recruitment of interns, the commission says, is meant to address the teacher shortage in schools.

An teacher intern attached to a primary school gets a monthly stipend of Sh15,000 while his or her colleague in secondary school earns Sh20,000.

” The teachers service commission has promoted 16,152 teachers following successful interviews conducted in December 2020 and February 2021. The interviews are part of the final phase of the collective bargaining agreement that has been implemented since 1st July 2017.   • Implement the policies relating to curriculum development in basic and tertiary education and training;
  • Develop, review and approve programmes, curricula and curriculum support materials that meet international standards for— (i) early childhood care, development and education; (ii) pre-primary education; (iii) primary education; (iv) secondary education; (v) adult, continuing and non-formal education; (vi) teacher education and training; (vii) special needs education; and (viii) technical and vocational education and training.
  • Initiate and conduct research to inform curriculum policies, review and development.

  • Print, publish and disseminate information relating to curricula for basic and tertiary education and training
  • Collaborate with other individuals and institutions in organizing and conducting professional development programmes for teachers, teacher trainers, quality assurance and standards officers and other officers involved in education and training on curriculum programmes and materials
  • Develop disseminate and transmit programmes and curriculum support materials through mass media, electronic learning, distance learning and any other mode of delivering education and training programmes and materials
  • Promote equity and access to quality curricula and curriculum support materials
  • Offer consultancy services in basic and tertiary education and training
  • Incorporate national values, talent development and leadership values in curriculum development
  • Receive, consider, develop and review curriculum proposals
