The government is targeting 3,000 trainers from the Technical and Vocational Education and Training (TVET) institutions to be on the list of the 30,000 teachers to be hired soon.

Education Principal Secretary Belio Kipsang on Wednesday said this is because they were discussing issues of the Competency-Based-Curriculum and training, so as to ensure they have quality educated children.

“We are having a discussion of employing 30,000 teachers and I hope when we ask for 3,000 trainers during the recruitment, they will be available,” he said.

He added that the government aims at concentrating on what children can do and not what the children can produce through memorisation, and told the TVET principals that they were the leaders in the said plan.

He was speaking in Mombasa on Wednesday while closing the 25th Kenya Association of Technical Training Institutions (KATTI) Annual conference.

The PS said the principals should ensure that the trainers can apply the knowledge by knowing what is supposed to be done, adding that the principals know what to do.

He asked the principals to ensure that their students focus on being job creators rather than job seekers by ensuring quality production and training.

He reminded the principals that two per cent of the Gross Domestic Product will be set aside for research and innovation and part of the said research and innovation will go to TVETS.

“I am in receipt of a scorecard for all of you where the report shows a favourable score for national polytechnics,” Kipsang said.

However, there is a need for the national polytechnics to improve on innovation and research where you had an average score of 72 percent and it is believed you can do better than 72 percent.”

The Teachers Service Commission (TSC) chairperson Jamleck  Muturi, has confirmed that the commission will start the recruitment of 30,000 teachers in the next two weeks.

If TSC goes by Muturi’s statement, the 30,000 teaching vacancies announced by president William Ruto ahead of Junior Secondary school roll out will be advertised between 19th and 23rd December 2022. As per the said schedule, the newly recruited is  and ensure they report to schools next month.

He said schools have a shortfall of 160,000 teachers. “TSC will consider all the schools including those in remote areas,” he said, urging head teachers to spearhead the mass planting of trees in their schools.

The TSC boss was addressing Primary school head teachers as they presented their wish list to the government 18th Kepsha annual conference at the Sheikh Zayed Children Welfare Centre in Mombasa. Among their proposals was that the annual capitation per child be increased from Sh1,400 to Sh7,500.

The head teachers, who run more than 23,000 schools, said they want more funds because of inflation and the high cost of living. Johnson Nzioka, the chair of Kenya Primary Schools Head Teachers Association (Kepsha) said the cost of running a primary school with 400 pupils comes to about Sh3 million per year.

“The last review on capitation was done in 2010 when it was capped at Sh1,400 per child. This figure falls far below the requirements to effectively run a primary school,” Nzioka said. “In our proposal, we have taken into account inflation rates, cost of living and depreciation.”

They urged the government to promote head teachers in Grade D1, saying the progression of the tutors at that level has stagnated for long.

“We also request that the progression of head teachers in Grade D1 be considered, given that many have stagnated in that grade,” he said.
