Training of teachers under the Competency Based Curriculum (CBC) might face a huge blow as the National Treasury kicks off Ksh.300 billion budget cuts for year 2022/2023 with the Teachers Service Commission (TSC) set to present its budget for review today.

This follows a recent order by President Dr. William Ruto during the recent opening of the 13th Parliament where he stated that the Kshs.300 billion budget cuts in the current budget would help reduce the financial pressure and cut public borrowing in order to meet the daily costs of running the government.

The National Treasury has therefore scheduled a budget restructuring meeting for Ministries, Departments and Agencies (MDAs) starting today October 11,2022 until October 21,2022; with TSC being among the MDAs set to meet the Treasury review team today.

It has emerged ahead of the meeting that the key non-essential items and which are top spenders in TSC budget notably training at Ksh 1.02 billion and contracting professional services at Kshs 34 million are set to be chopped off in its budget.

In a statement delivered to the national assembly on April 7,2022 by Cabinet Secretary for the National Treasury and Planning Amb. Ukur Yatani while highlighting the budget policy and revenue raising measures for the financial year 2022/23; Ksh 1.2 billion was allocated for training of teachers on CBC.

TSC coordinates CBC teacher training sessions in collaboration with other agencies and uses a smart cascade approach to undertake the training. The training involves master trainers who are identified from various agencies, namely: TSC, Ministry of Education (MoE), Kenya Institute of Curriculum Development (KICD), Kenya National Examination Council (KNEC), Kenya Institute of Special Education (KISE), Centre for Mathematics, Science and Technology in Africa (CEMASTEA) and Kenya Management Institute (KEMI).

The master trainers are trained at the national level to train the trainer of trainers, principals and tutors of the Teacher Training Colleges (TTCs). The second level involves trainer of trainers who include the Curriculum Support Officers (CSOs)-both Regular and Special Needs Education (SNE)-and CBC champions identified at county level to train teachers.

The third level involves training teachers at the zonal levels on how to implement the curriculum. Heads of primary schools are also trained on effective implementation of the Competency Based Assessment Framework (BECF) and Basic Education Assessment Framework (BEAF).

The continuous capacity building is aimed to equip teachers, CSOs and CBC champions with the requisite knowledge, skills, attitudes and competency for effective implementation of CBC, Competence Based Assessment (CBA) and Information and Communication Technology (ICT) integration learning.

At least 229,292 teachers have been trained at the primary level on CBC including 1,023 Regular and 388 SNE CSOs since 2019.

In addition, 55,000 teachers have been trained on the Junior Secondary School (JSS) curriculum this year.

At the TTCs, tutors have been trained on Competency Based Teacher Education Framework (CBTEF)to enable them train teacher trainees on the Curriculum.

In addition, the training colleges have launched skills upgrade programme for unemployed P1 teachers to prepare them for effective implementation of CBC and CBA.

Below are the categories of junior secondary schools and the number of schools each candidate should select, as per the guidelines given by the ministry of education and knec.

According to education CS George Magoha, the candidates should give priority to day schools. There are various day schools that serve as regional and county schools, and therefore parents and grade six students should consider them. Additionally, there are national schools with that have day wing. Most private schools are also day schools, even though some have raised their school fees to levels that middle income and low-income earners cannot afford, even if their kids are invited to join. Further, those who will be invited to National schools will not be entitled to the government’s subsidy.

In cases where there are no national schools, regional schools or county schools with day school wing proximal to the learner, it is advisable that the learner selects any accessible school of choice and selects only well-structured sub county schools around them.
