Teachers will receive enormous salary increment should their ongoing negotiations with the Teachers Service Commission (TSC) on salary review turns out successful.

According to KNUT Secretary General Collins Oyuu, KNUT has agreed with the TSC to present a 60 per cent salary review for teachers. If SRC accepts the proposal, the highest paid teacher will take home Ksh237,376 up from Ksh148,360 while the lowest paid teacher at B5 will take home Ksh89,016 from Ksh 24,250.

While addressing the media, Oyuu revealed that the giant union has commenced a structured negotiation with the TSC , which will ensure teachers scoop a salary increment award of  60 per cent.

According to Oyuu, the two parties have been having a conversation over the matter since the signing of the 2021-2025 Collective Bargaining Agreement (CBA) which surprisingly denied teachers a salary component out of the Salaries and Remuneration Commission’s (SRC’s) advisory.

“The conversation was mutual, full of insightful engagements and with sincere and focused resolutions which resulted into these proposals (the 60 per cent salary increment) that are a subject of negotiations we are engaging in at the moment,” said Oyuu.

Oyuu expressed confidence in the negotiations, arguing that they have put in consideration all the possibilities to get a way forward in their subsequent meetings.

“These entire factors were diagnosed in our Naivasha retreat with the employer and we agreed to table a 60 per cent salary review for teachers immediately. I trust and believe that we the teachers of Kenya can begin our conversation from this standpoint. We both agreed to have a structured conversation in the subsequent meetings and have a way forward, “said Oyuu.

On the other hand, KUPPET is pushing for classroom teachers (at Grades C2 and C5) to get a salary increment of 70 per cent and administrators (at Grades D4-D5) get an increment of 30 per cent.

This according to KUPPET boss Akello Misori, means that the lowest teacher at Grade C2 will earn a proposed salary of Ksh 59,425 from the current Ksh 34,955 on the minimum and a proposed Ksh 74,280 from the current Ksh 43,694 on the maximum; while the highest teacher at Grade D4 will earn a proposed salary of Ksh 153,715 from the current Ksh 118,242 on the minimum and a proposed Ksh 184,458 from the current Ksh 141,891 on the maximum.

The union is also pushing for teachers to get four new allowances in addition to what they enjoy currently under the 2021-2025 CBA which are risk, overtime, post-graduate and accommodation allowances.

In separate statements released on July 22,2022, the two Union bosses have however castigated Education CS Prof. George Magoha over his recent remarks on the teacher’s salary increment, adding that teachers’ salary should be of major priority and that salary matters should be left to Teachers Service Commission (TSC)which has a core mandate of running and managing teachers’ affair in the country.

A considerable number of teachers will this month reap from salary increments as planned by the teachers’ service commission, TSC.

The teachers’ employer is determined to effect the payrise to teachers who are on permanent and pensionable terms, excluding intern teachers and teachers on contract.

So far, the commission and teachers’ giant unions Knut and  Kuppet have not come to a formidable agreement on a  review to the 2021-2025 Collective Bargaining Agreement to include salary changes for teachers.

TSC and Knut have however revealed it clearly that should there be any changes on salary component in the CBA, then it will only be possible after the 2022 general elections and that the agreed salary changes can only be effected after July 2023 budget.

Despite the lack of agreement, some categories of teachers are slated for higher perks in July 2022. Here are their Details:

Teachers in Job Group C4, C5, D1, D2, D3 and D4

These six job groups comprising of school administrators will earn salary Increment plus all the arrears this July 2022.

According to a report published by TSC, these teachers are eligible for payrise since they have not reached their maximum salary bar or salary points.

As per the CBA 2017-2021 salary banding, grades C4, C5, D1, D2, D3 and D4 have not yet attained the maximum salary points.

The commission has confirmed plans to extend the salary points for the mentioned grades with effect from 1st July 2020.

Amazingly, all the teachers in the job groups will be paid their salary increments, alongside all the arrears, from the dates they attained the maximum salary point to January 2022.

However, it has also been confirmed that teachers in Job group B5, C1, C2, C3 and D5 will not be given a payrise since they are not eligible as per the CBA 2017-2021 terms.

According to TSC, the teachers in job group B5, C1, C2, C3, and D5 have attained their maximum salary points, hence it will not be possible for their salaries to progress upward.

“Grades B5, C1, C2, C3, and D5 have reached the maximum salary points provided for in the banding by the completion of the cycle for CBA 2017-2021,”said Nancy Macharia in the report.

2.TSC TEACHERS Yet To Reach Maximum Salary Points in Their Job Groups

Another group of teachers who will experience changes in their payslips this month are teachers who are currently on permanent and pensionable terms, completed at least a year in service, and have not reached maximum bar.

The teachers are eligible for annual salary increment paid yearly, but effected every July.

The Kenya national union of teachers, KNUT, has given a detailed account of the meeting it held with TSC last week.

One of the demands tabled by KNUT during the meeting was that the Teachers Service Commission must review the 2021–2025 Collective Bargaining Agreement (CBA) to effect a 60 per cent salary increase for the 300,000 teachers.

Should this demand be approved, the lowest paid teacher at Job Group B1 could get a salary increment of ksh.14,550, pushing their salary to Sh38,800 from ksh. 24,250 while the highest paid teachers, who fall under Job Group D5 will get a raise of about Sh89,016, pushing their salary to Sh237, 376 up from the present Sh148,360.

Knut also wants the government to cater for teachers’ refresher training courses to cushion them from the elevated cost of living.

According to KNUT, the Members of the national assembly must approve a ksh4.5billion to foot the Teacher Professional Development (TPD) if TSC wants teachers to be retrained.

Further, KNUT wants a review of promotion criteria to benefit tutors who have obtained higher qualifications.

“Our position as Knut was and continues to be that promotion policy be reviewed to accommodate, motivate and encourage teachers with higher academic qualifications so that their effort doesn’t go to waste,” said Knut secretary general Collins Oyuu.

Oyuu said that last year they signed the 2021–2025 non-monetary CBA after assuming office but with the high cost of living, the CBA must be reviewed to ensure the teachers get a salary increment.

“The inflation rate at the moment doesn’t allow that we hold several boardroom meetings with the employer, government agencies and even friends without mentioning the aspect of a monetary gain. Teachers want money and not stories,” said Oyuu.

“President Uhuru Kenyatta awarded all informal workers a 12 per cent salary increment on Labour Day, this shows the economy has improved. We are announcing that we have started a structured negotiation with TSC to see that a 60 per cent salary rise is awarded.”

Oyuu said that the salary demand is realistic compared to the proposal made under the previous regime led by Wilson Sossion.

Under Sossion, Knut had demanded a salary increment of between 120 to 200 per cent.

The rival Kenya Union of Post Primary Education Teachers (KUPPET) had also asked for a salary raise of between 30-70 per cent for the highest-paid workers and the lowest earners respectively.

Oyuu said that Knut and TSC agreed that the commission organises sensitisation workshops for all teachers so as to make them understand TPD and its implementation.

In refresher training courses, Oyuu said that the resistance that was witnessed after the TPD programme was rolled out was occasioned by the fact that proper sensitisation was not done.

The Kenya National Union of Teachers (Knut) is seeking to re-open negotiations on its 2021-2025 Collective Bargaining Agreement (CBA).
According to Knut Deputy Secretary General Hesbon Otieno, the union has written to the Teachers Service Commission (TSC) asking for new talks.
Otieno said the move follows President Uhuru Kenyatta’s announcement last month during Labour Day celebrations that the minimum wage be increased by 12 per cent.
“The President said that, having assessed the economic growth and revitalisation of industrialisation, the economy is doing well,” said Otieno, who spoke in Mumias at the weekend.
He said Knut’s research team is doing an economic survey for presentation to TSC, adding that the 2021-2025 CBA needs revision.
“We know the challenges we have — mainly a rise in the prices of basic commodities,” he added.
In talks between TSC and all teachers’ unions last year, a need to heed the directive of the Salaries and Remuneration Commission (SRC) to freeze salary reviews for two years was emphasised.

The TSC also considered the current financial situation. “To maintain industrial relations with the union, the TSC invited the unions for a second meeting and they reached a deal. The Commission has signed a new CBA with the three unions for 2021 to 2025,” said TSC.
Knut defended its move to sign a non-monetary CBA, with its Secretary General, Collins Oyuu, saying the decision was arrived at after extensive consultations with independent experts.
Last July, Oyuu said: “Based on reports by experts, Knut held a national executive committee meeting and ratified the decision to sign the CBA without increased basic pay”

It is now confirmed that there will be No pay rise for teachers as the much-hyped negotiations between TSC and unions at safari park hotel failed.

Knut Secretary General Collins Oyuu termed the proposal offered by TSC laughable.Treasury allocated over Sh588 billion to the Ministry of Education in the 2021/2022 financial year budget, no monies were allocated to finance the 2021-2025 CBA.

With the 2017-2021 CBA set to expire today, June 30, the probability of teachers signing a new CBA with the unions is zero.

The Teachers Service Commission pegged the decision to disallow any salary increment for teachers in the public sector to an advisory opinion from the Salaries and Remuneration Commission.

“SRC gave an advisory that there would be no review of the basic salary structures, allowances and benefits paid to the public sector in the financial year 2021 /2022 — 2022/2023,” TSC CEO Nancy Macharia said.

In line with the SRC directive, TSC has sought to negotiate on other components of the CBA while maintaining the current salary rates.

The proposal was fronted to the unions as discussions for the 2021-2025 Collective Bargaining Agreement began.

However, Kenya National Union of Teachers and Kenya Union of Post Primary Education Teachers rejected the TSC offer in the negotiations, noting it has not included any monetary gains in the CBA.

“Kuppet is reluctant to entertain a CBA with no monetary benefits,” Kuppet secretary general Akelo Misori said in a statement.

Misori said that the union is pushing for a pay rise that would cushion teachers against inflation and the burdens of increased workload under the Competency-Based Curriculum (CBC).

He confirmed dissatisfaction with the proposed TSC counter offer to the 2021-2025 Collective Bargaining Agreement.

“Given the wide disparities in remuneration across the various cadres in the expiring 2017-2021 CBA, coupled with the sharp inflation in the country, this is the time to review teachers’ salaries,” Reads a statement a statement by KUPPET.

KUPPET has termed the content of the proposals by TSC as ‘negligible improvement’ in the working condition of teachers.
