Junior Secondary School (JSS) teachers recruited by the Teachers Service Commission (TSC) in January have not been paid for the past four months.

The Kenya National Union of Teachers (Knut) and the Kenya Union of Post Primary Education Teachers (Kuppet) have called on the TSC to release the salaries to enable the affected teachers to meet their financial needs.

The TSC recruited 35,500 teachers in January and another 30,000 are expected to be hired on permanent and pensionable terms in the next financial year (2023/2024).

Kuppet national vice-president Julius Korir, national deputy treasurer Ronald Tonui, secondary education secretary Henry Obwocha, National Governing Council member Paul Kimetto and Knut National Executive Council members Malel Langat, Richard Lentayaa, Eliud Ombori, Maurice Challenga and Malindi branch secretary Moses Mramba separately asked TSC to pay the affected teachers.

Mr Tonui said  that some teachers had only received one month’s salary instead of three months’ dues as has been the tradition.

“Teachers, like any other workers, have family and personal financial obligations to meet. The TSC should address this matter immediately,” Mr Tonui said.

Mr Tonui said the delay had demoralised teachers and aggravating the fragile situation in JSS.

“Some of the teachers have had their houses locked by landlords, others are unable to pay the fare to and from their stations, a large number of them are unable to meet their family medical expenses. All this has resulted in psychological torture,” Mr Langat said yesterday.

“It is unfortunate that some of the teachers are at the mercy of shylocks and loan sharks,” added Mr Langat, who is also the Bomet Knut executive secretary.

Mr Obwocha noted that most JSS teachers work far from their homes and that there are no teachers’ quarters in their work stations.

“They are forced to live in structures that have no water, electricity and proper sanitation. Some schools have mud houses for the teachers,” Mr Obwocha said.

Mr Kimetto said many of the teachers could not raise money for fare, food and other basic needs.

“They also have to teach more than two subjects, what with a maximum of three teachers in one institution teaching 14 subjects,” said Mr Kimetto, who is also the Bomet Kuppet branch secretary.

“The teachers are suffering but the employer has not addressed their plight despite repeated appeals from the unions. This is not just a labour issue, it is a human rights issue,” Mr Korir said.

“The teachers are in their fifth month without pay and there is no guarantee that they will be paid by the end of this month (May),” said Mr Omburi, the Rachuonya Knut branch secretary.

TSC chief executive officer Nancy Macharia admitted earlier this month that half of the teachers who were recruited in January had been paid part of their salaries, while the rest were still to be paid.

“We apologise for any delays that may have been caused by late reporting of teachers to their stations or late submission of required documents,” a statement from the commission said.

The recruitment is done by County Teacher Capacity Development Committees (CTCDC) in each County. Each CTCDC has released an advertisement for those interested to apply. Details of how to apply are contained in those adverts.

In addition, TSC pays them a house allowance of sh. 13,000 (for those in other areas), commuter allowance of sh. 8,000, hardship allowance of sh.14,650 and a leave allowance (paid once per year) of sh.6,000.

Now C4 headteachers will be moved automatically to job group C5. Here they will earn a basic salary from sh.62,272 as minimum to a maximum of sh. 77,840.

There allowances will also be enhanced. They will get a house allowance of sh. 15,400(for those in other areas, commuter allowance of sh.8,000, hardship allowance of sh. 17,100 and a leave allowance (paid once per year) of sh. 6,000.

One headteacher with junior secondary domiciled in his school and who we met in a cyber said he is happy to manage this category of school.

DUTIES AND RESPONSIBILITIES OF THE JUNIOR SECONDARY SCHOOL PRINCIPAL

a) Is the Accounting Officer of the school.

b)Maintains the school infrastructure and facilities.

c) Plans, develops and monitors curricular and co-curricular activities of the school.

d) Maintains discipline among staff and students of the school.

e) Ensures the keeping of statutory records of the school, adhere strictly to the approved admission and transfer list from the Ministry of Education and approves issuance of testimonials and certificates.

The Kenya National Union of Teachers (Knut) and Kenya Primary Schools Head Association (KEPSHA) have lashed out at those calling for Junior Secondary schools (JSS) to be domiciled in secondary schools.

While warning that this would create confusion and more crisis, the associations said they fully backed the recommendations by the Presidential Working Party on Education Reforms on the locations of JSS.

On Tuesday, Kenya Union of Post Primary Education Teachers (Kuppet) warned of a major crisis in JSS due to lack of teachers and infrastructure noting that the JSS should be hosted in secondary schools instead.

But according to Knut secretary general Collins Oyuu, there were public engagement before it was agreed that JSS be domiciled in primary schools.

Speaking in Naivasha, he admitted that there were teething problem in JSS like lack of enough teachers and infrastructure, but was quick to add that this was being addressed.

“The task force has done a credible job and engaged all stakeholders on the issue of JSS and it was agreed that they be hosted in primary schools,” he said.

Without mentioning names, Oyuu lashed out at those calling for the disbandment of the task force and opposed to the location of JSS, accusing them of playing to the gallery and being dishonest.

He said all stakeholders were given a chance to air their views on CBC and JSS, adding that those opposed to the proposals had a hidden agenda.

“It’s true there are challenges but the government has already employed 30,000 teachers and its mapping out another 10,000 teachers in primary schools to join JSS,” he said.

Oyuu challenged the Teachers Service Commission to hasten the process of deploying the teachers to address the current shortage.

“The Presidential task force has our full backing and they should continue with the good work and ignore detractors out to derail them,” he said.

Similar sentiments were echoed by Kepsha national chairman Johnson Nzioka who said that learning in JSS across the country was going on smoothly.

He admitted that there were challenges earlier but this had been addressed as the newly employed teachers continued to report in schools.

“We are comfortable with the directive to domicile JSS within primary schools and learning is back to normal after a false start,” he said.

Nzioka said the only challenge currently facing the students were lack of enough text books with the crisis set to be resolved by next week.

Knut chairman Patrick Karinga said they were working with other stakeholders to address challenges facing the education sector.

“We are happy the school learning programme is back to normal after the pandemic and we are looking forward to improving the education sector,” he said.

It is going to take the government at least three years to stabilize the Junior Secondary Schools (JSS), according to a 3-year Implementation Plan which contains a series of activities that will be undertaken in the interim before the period elapses.

In the plan, after the Ministry of Education (MoE) assessing suitability of primary schools to domicile JSS, an activity that ended in January this year, the JSS Management Committee (JSS-MC) has to be appointed between January and December 2023.

Thereafter the MoE, Kenya Institute of Curriculum Development (KICD), Kenya National Examination Council (KNEC) and the Teachers Service Commission (TSC) have to sensitize education and TSC officers, JSS leadership and parents on the JSS guidelines from April 2023 to 2025.

After the sensitization process, public awareness will be conducted on the guidelines by the MoE, KICD, KNEC and TSC from January 2023 to December 2025. Effectively, MoE will be tasked with the responsibility of ensuring that the National Education Management Information System (NEMIS) is updated with data on JSS admissions from January 2023 to December 2026.

Then, MoE, KICD, KNEC and TSC, Kenya Institute of Special Education (KISE), and Centre for Mathematics Science and Technology Education in Africa (CEMASTEA) will further develop, validate and disseminate ‘Guidelines for Implementation of Senior Secondary Schools’ from May to December,2024.

Further, the government has highlighted what it will execute for effective implementation of Junior Secondary Education (JSE).

In the guidelines, the key roles and responsibilities of TSC shall be recruitment of teachers to handle the new subjects and learning areas, and providing projections and requirements for teachers.

TSC will also be required to deploy adequate number of teachers in all schools, and further deploy head teachers to lead the JSSs.

This year, primary school head teachers are going to be the most powerful administrators in our basic education circles, since apart from manning the public primary schools that currently domicile the JSS, they shall also head the respective JSSs throughout the interim period of the transition starting January 1,2023 till December 30,2023.

The head teachers shall perform duties in accordance with Part IV, Section 40 of the Basic Education Act,2013(which highlights the duties of a principal or head teacher), the Teachers Service Commission (TSC) Act,2012 and the Code of Regulations for Teachers,2015.

In December 2022, TSC maintained that JSS are secondary schools and that the Commission would deploy a total 30,550 teachers from February this year, of whom 9,000 would be on Permanent and Pensionable terms and an additional 21,550 posted in the same schools on a one-year internship programme.

This therefore implies that all the JSS teachers who are secondary school teachers are going to be directly under the supervision and management of the primary school head teachers.

Apart from the above, the guidelines have given the Heads and deputy Heads of JSS special responsibilities which are: responsible for School Strategic Development Planning and its implementation, ensuring registration of the school, and collaborating with the MoE and other stakeholders to create a safe, protective and conducive learning environment.

Others are monitoring and enforcing education policies and standards, offering instructional leadership and curriculum supervision to ensure compliance with professional practice at the institutional level, implementation of resolutions (as Secretary), and providing technical advice to the BoM and other school stakeholders.

They are also to ensure proper management and maintenance of the JSS resources and the provision and use of approved instructional materials, as well as advice the MoE and TSC and other stakeholders on institutional performance (as necessary), induction and mentoring of teachers and learners (as appropriate), guiding and modelling values to the teachers and learners, overseeing the implementation of performance management in the school, and appraising teaching and non-teaching staff.

JSS learners will take fewer subjects than what is currently in the Basic Education Curriculum Framework (BCEF).

The PWPER observed that there was overlap of some learning areas and recommended that related subjects be grouped and taught together.

BCEF has 12 core subjects and optional ones. Core subjects are English, Kiswahili or Kenya Sign Language, mathematics, integrated science, home science, pre-tech and pre-career education, social studies, religious education, business studies, agriculture, life skills and sports and physical education.

The learners are also expected to choose one or two optional subjects from visual arts, performing arts, computer science and a foreign language (German, French, Mandarin, Arabic, Kenya Sign Language or Indigenous language).

To reduce the workload on children, the President instructed the Kenya Institute of Curriculum Development (KICD) to re-organise the learning areas though a timeframe was not given.

For Grades 1 to 6, it was proposed that the number of learning areas remain the same but the curriculum designs be revised to reduce the workload.

“It’s too early to comment without the comprehensive report but these things must be done fast. We’ve done corrections with the KICD. We haven’t printed but we’re ready once given the go-ahead,” Kenya Publishers Association chairman Kiarie Kamau.

The President’s statement indicated that the government would hire 30,000 teachers to bridge the staffing gap in public schools which stands at 116,000.

Though details of the recruitment (which the President directed be done by January 2023) were not made public, the Saturday Nation has learnt that the tutors may be engaged on a contract basis instead of permanent and pensionable terms.

A proposal that might rub teachers unions the wrong way is to hire diploma holders from technical and vocational education training (TVET) institutions to teach pre-tech subjects.

There are few trained instructors for the subjects and the earlier Teachers Service Commission (TSC) plan was to retool secondary school tutors who have combinations in mathematics, physics and home science to teach the subjects.

Pre-tech subjects are woodwork, metalwork, technical drawing, electricity, electronics, home management, typewriting, shorthand, textile and clothing, auto-mechanics and accounting.

President Ruto is said to have been against dropping of pre-tech subjects as this lays a basis for TVET, an area that is key to the Kenya Kwanza manifesto.

By hiring TVET diploma holders, the government would also be extending employment opportunities to “hustlers”.

Yesterday, President Ruto said a majority of stakeholders who made recommendations to the PWPER supported the CBC but made suggestions for its improvement.

“Eighty six per cent decided or proposed that children in Grade 6 should move to Grade 7 but junior secondary be domiciled with primary schools. It is for the reason that many parents need to keep an eye on young children going to Grade 7,8 and 9,” he said.

MPs will be required to utilise the Constituency Development Fund to build a classroom and a laboratory in every primary school.

“The government will work with MPs so that they can be delivered in time to provide seamless movement of children across the education ladder,” Dr Ruto said.

He asked Kenyans to embrace the parental engagement concept, adding that parents had asked for a reduction of their involvement in the learning of children.

“I want to suggest, respectfully, that as parents. I have pressure from my daughter every evening, asking for assistance in this or that assignment. We must know that the education of our children is not the entire responsibility of teachers. It is ours as well,” he said.

Kenya Kwanza government’s position on the competency based curriculum (CBC) will be informed by Public views on the latter.

As per the Kenya Kwanza education charter, signed by President William Ruto during his campaigns, the government will review the curriculum after public participation.

“To facilitate the seamless academic progression of learners, the Kenya Kwanza administration commits to review the current exam-based system of academic progression, which has excluded millions of learners based on basic education level exit exams by implementing alternative entry criteria,” reads the part of the charter.

A member of the charter committee confirmed that one of the issues that parents and teachers complained about during the campaigns is the implementation of CBC minus their involvement.

Whether or not the country will revert to 8-4-4 will be subject to the recommendations which will be raised by parents and teachers during public participation forums to be rolled out soon, confirmed the committee member.

“The complaints we received were that teachers have not been well trained on CBC and parents are being burdened,” revealed the member. Parents have taken issue with what they see as unrealistic and expensive assignments given to children.

So far, Dr Ruto has not categorically said he will scrap CBC, but he has consistently said the curriculum will be reviewed when he takes power.

During the launch of the education charter, Dr Ruto said the aim for the review is to have an education system that meets the requirements of the future.

“Our education should move in the direction of not just knowledge and exams, it should move in the direction of knowledge, skills, competencies and values,” said Dr Ruto. He also noted that the current curriculum has been implemented for over five years, hence the need to review it as per Unesco recommendations.

Speaking in Bungoma County a week ago, Dr Ruto said all promises by Kenya Kwanza, including a review on the CBC, would be implemented.

Former nominated MP Wilson Sossion, a key member of the Dr Ruto team, has said CBC implementation was rushed.

Kenya Private Schools Association Vice Chair Solomon Munene said CBC had already taken root in the country and any reviews should be made to improve it. Rushing to make announcements on CBC he said, is wrong and is causing unnecessary panic, he added.

Outgoing Education Cabinet Secretary George Magoha has since asked the new government not to scrap CBC.

Education cabinet secretary George Magoha has dismissed calls for Government to give private schools capitation, saying it is entirely up to parents to pay.
“Those in private schools must pay.There has been a little noise about capitation to private schools but that is not going to happen. The Constitution allows us to provide FDSE,” the CS said.

“If you choose a boarding school, you must know that there will be requirements to pay for boarding and feeding. That is why the Government got only needy students from the slums and gave them Elimu scholarship, which is supposed to go for four years,” he noted.
“ We have said that any child who selects a private school must first confirm with their parents. That is why we have roped them,” Magoha added.

He also maintained that it is entirely up to a parent to make choices, saying the ministry has only issued guidelines for JSS selection but the decision stands with learners and their parents.
“Even in the current situation, some parents do not follow guidelines. You find them selecting top schools like Kenya High several times and do not select anything else,” he said.
Magoha reiterated that for JSS, a majority of the learners are expected to be in day schools near their homes.
“CBC will be a great success of the outgoing government. You have seen the passion we have had and hope the incoming Government will continue with the classroom drive in the next one year then there will be no problems,” Magoha said.
