Sources closer to the teachers’ service commission, TSC and the ministry have hinted on the dates that the teacher trainers who took part in the Competency based curriculum, CBC, which ended on Friday May 13 will be paid their transport reimbursements.

The disappointed teachers left various marking centres without clear information on when their fare would be reimbursed. They however got informed that they will be paid ksh. 400 per day for the four days. The trainers of trainers of trainers are however expecting a total of ksh. 3,500 per day for four days. Out of the amount, ksh. 1000 will cover bundles, another ksh. 1000 will meet the transport cost while ksh. 1,500 will go towards facilitation fees.

What was even more disturbing to the trainers was that even the trainers of trainers, who attended their training a week earlier than the trainers, had not been paid anything.

The teachers that we interviewed some minutes after the event questioned why the TSC and the ministry had to rush the idea of CBC training if they new they had no ready funds to pay the trainees.

“Is ksh. 400 worth being paid after three months? The money they are paying us is too little compared to the time and fare we spent during the training yet it can’t even be paid promptly. How will they expect us to implement the CBC promptly if they are not prompt themselves?”  asked an irritated teacher.

The TSC and ministry of education sources we talked to however said that they are still capturing details of the trainers and trainers of trainers in their database. They are yet to receive all the names of the trainers and the trainer of trainers and the phone numbers from various sub counties before effecting the pay.

“We must receive the details of all the trainers and the trainers of trainers from the TSC sub county offices before paying the participants. We want to pay them all at ago through bulk SMS and that cannot happen if the lists are typed incompletely or if we lack some names. What I can assure the teachers is that they will receive their dues by the end of the month,” said a TSC officer who sought anonymity.

The teachers’ Service Commission (TSC)has trained the first cohort of 60,000 secondary school teachers on Competency Based Curriculum and Competency Based Assessment.

The trained teachers will handle the Junior Secondary School (JSS) at Grades 7,8 and 9.

The teachers were trained using the cascade model which requires that the master trainers train the Trainers of Trainers (TOTs) and thereafter offer professional support during the face-to-face teachers’ training in the county and sub county levels.

TSC conducted the training from April 25,2022 to May 13,2022. The face-to-face training of the TOTs started from May 2,2022 to May 6,2022.

TSC Director Quality Assurance and Standards Dr. Reuben Nthamburi said the target group for the training were all the teachers who will handle grades 7,8 and 9 in both public (regular and Special Needs Education-SNE) and private schools.

This first level of training targeted teachers of Languages (English, Kiswahili, Foreign and Indigenous languages and Kenya Sign Language), Pure Sciences (Biology, Chemistry, Physics and Health Education),Applied Sciences (Agriculture, HomeScience, Computer Studies and Mathematics), Mathematics, Humanities (Social Studies (Citizenship, Geography, History); Religious Studies (Christian, Islamic and Hindu Religious Education) and Live Skills), Creative Arts and Technical subjects(Pre-vocational and Pre-career Business studies, Music,  Sports and Physical Education).

List of Trainer of Trainers For Junior Secondary CBC Training Per County

The teachers were clustered according to departments.

Secondary schools each nominated six teachers drawn from the above-mentioned categories. The nominated teachers were trained by Trainers of Trainers from May 9,2022 to May 13,2022 at selected venues at the county level with strict adherence to Ministry of Health Covid-19 prevention protocols.

The TOTs were subject tutors from teacher training colleges who are subject panelists with Kenya Institute of Curriculum Development(KICD) both regular and SNE, Curriculum Support Officers (CSOs) with Bachelor’s degree in Education with two teaching subjects’ combination both regular and SNE,TSC Sub-County Directors with Bachelor’s degree in Education with two teaching subjects’ combination and secondary school teacher champions drawn from Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities and Technical subjects.

The TOTs were also Secondary school SNE Champion teachers.

TSC Regional and County Directors were required to identify and invite the TOTs for both regular and SNE for trainings that was held at the county level, identify and invite six (6) teachers per school for both regular and SNE for face-to-face training, invite six (6) teachers from private schools, inform the schools to cater for transport and meals expenses and identify, procure and prepare training venues.

TSC Secretary and Chief Executive Officer (CEO)Dr. Nancy Macharia announced during the release of Kenya Certificate of Primary Education (KCPE)at KNEC headquarters in Nairobi on March 28,2022 that the Commission had planned to train 60,000 JSSs teachers in CBC and CBA with effect from April 25,2022.

CBC trainers attending the CBC training at selected training centres in Kisii County have complained about unfair distributions of the training centres.

They said that most of them were invited to report to other sub-counties instead of their own home sub counties.

According to them, this posed an economic problem as they incurred costs in transport and other expenses.

“We ask the ministry to allow teachers to attend at the centres of their own choice depending on their transportation convenience,” stated one teacher who preferred anonymity.

Although the CBC trainers will be given a transport reimbursement after the training, the teachers claim that the ksh. 400 per day that TSC and ministry of education are planning to pay as transport reimbursement is far much below the expenses they incur in the roads.

CBC Teacher trainers from Kenyenya Sub- County were the most affected as majority of them were instructed to report at Nyangweta Secondary School in the neighboring Etago Sub- County.

Those from Magena Secondary School were told to report to Sameta Sub- County, which is 40 kilometers away from the nearest training Centre at Kenyenya TTC; a stone throw distance from their school.

A huge chunk of teachers reported to St.Angela Girls High School, Nyabisasse and Kisii School for training.

Speaking about the training, Kisii County Director of Education Pius Ngoma called it a timely event as the Competency Based Curriculum needed support from all stakeholders.

The education director appealed to various principals to release their selected members of staff to attend the vital training.

Ngoma said the first phase of the training features languages, applied sciences and sports teachers, to be followed by teachers of various other subjects later.

The new CBC Training will see close to 120,000 teachers trained in readiness for Junior secondary schools.

The training began on Monday 25th April 2022 and is expected to run till Friday 13th May 2022.

Last week, master trainers were trained in various training centres. The master trainers will in turn, through a cascade model then Train the trainers of trainers (TOTs) as from Tuesday today, 4th may 2022.

Immediately after getting trained, the trainers of trainers will train the trainers from 9th May 2022 at zonal or sub county level.

Thereafter, the trainers, who will be six from each school, will go back to their departments within the school and train the members of their departments on CBC, how to deliver it at Junior secondary level.

Allowances for Master Trainers

The training of master trainers, will be paid ksh. 3000 per day for accommodation since their training will be residential.

In addition, they will be entitled to transport reimbursement of not less than ksh. 1500, depending on where one stays.

Their breakfast, lunch and stationery Will also be provided to them.

They will also be paid for their own training which will last five days and the training of the trainers of trainers which will also last five days.

As they will be training the trainer of trainers, they will earn an additional facilitation fee of ksh. 1500 per day. For online training, they will be given a data bundle allowance of ksh. 1000 per day.

Total Allowances Trainers of Trainers

Their training will not be residential. During training, they will earn a transport reimbursement of not less than ksh. 1000 per day for five days.

They will be earning a facilitation allowance of ksh. 1000 per day, alongside their transport allowance.

Furthermore, they will also be provided with breakfast, lunch and stationery, during their training and also while training the trainers. For online training, they will be given a data bundle allowance of ksh. 1000 per day.

The total allowances for Trainers

With the submitted list of six Trainers that drawn from each academic department. The trainers will be trained at the sub county or zonal level, depending on availability of space. Their training will take both online and face to face approaches.

They will earn a transport reimbursement of not less than ksh. 500 per day for five days.

With the online training, they will be given a data bundle allowance of ksh. 1000 per day.

In addition, they will also be provided with breakfast, lunch and stationery.

During the  training teachers at departmental level in their respective schools, the trainers will not be entitled to any facilitation allowance. Principals however might consider providing refreshments and water to the trainers and teacher trainees. Others might also provide better meals.

The Teachers’ Service Commission, TSC, has released new dates for the CBC training exercise for 2021. The training has been rescheduled to begin from 24th May 2021.CBC champions and CSOs will undergo the CBC training from 25^th to 27^th May virtually.

Zonal training of teachers will begin from 31^st May- 4^th June 2021physically, with training.

Allowances

Reliable sources have revealed that the participants will be given allowances as follows.

CSO And CBC Champions Training

• Transport reimbursement as per prevailing fares up to a maximum of Kshs.1000 For CSO and 800 for the Champions.
• Training institution will provide venue and meals (10 o’clock tea, 4 o’clock tea and lunch) at Kshs.400 per day for 3 days
• Stationery at Kshs.100 per participant.
• Every participant shall be paid Ksh. 3,000 daily subsistence allowance to cater for accommodation for 4 days.

Teachers And Head teachers Zonal Training

• All participating teachers will be reimbursed Kshs.400 per day to cater for travel expenses. This will be paid at the end of the training session.
• All participating CSOs and CBC champions will be paid Kshs.1000 as facilitation allowance per day for 5 days.
• The host institution will provide lunch at Kshs.400 per day per participant and facilitators.
• Stationery has been allocated Kshs.100 per participant.

Regional Directors, County Directors, And Deputy County Directors

 These senior officers will be entitled for an allowance of up to a maximum of Kshs.1500 per day shall be paid for 5 days.

Mode of payment

• All payments shall be made through the bank or direct mobile transfer and not cash. There shall be no cash withdrawals to pay participants and venues.
• The funds will probably be disbursed through bulk M-pesa services as it has been in most cases.
• Participants may be expected to give their safaricom mobile phone numbers or bank account numbers, depending on the mode that will be settled on.
