Education Cabinet Secretary George Magoha has urged parents to select for their children Junior Secondary Schools whose fees they can afford.
Magoha said yesterday that children in private schools must pay for the services offered in those institutions, insisting that the Government can only cater for Free Day Secondary Education (FDSE).
He dismissed calls for the government to give private schools capitation, saying it is entirely up to parents who take their children there to pay.
“There has been a little noise about capitation to private schools but that is not going to happen. The Constitution allows us to provide FDSE, so if you know you have no money to pay for feeding and boarding, choose any day school. Every child is protected there,” said the CS.

He made the remarks after commissioning the Competency-Based Curriculum (CBC) at Nile Road Secondary School in Nairobi.
“If you choose a boarding school, you must know that there will be requirements to pay for boarding and feeding. That is why the Government got the poorest students from the slums and gave them Elimu Scholarship, which is supposed to go for four years. We have said that any child who selects a private school must first of all confirm with their parents. That is why we have roped them in,” Magoha added.
Insisting that it is entirely up to a parent to make choices, the CS said that the Ministry has only issued guidelines for school selection but the decision stands with learners and parents. “Even in the current situation, some parents do not follow the guidelines — you find them selecting top schools like Kenya High School several times to the exclusion of all
others,” he said.
Magoha reiterated that the majority of learners are expected to be in junior day schools near their homes.
“The CBC will be a great success of the outgoing government. You have seen the passion we have had and hope the incoming Government will continue with the classroom drive in the next one year; then there will be no problems,” Magoha stated.
Magoha said the Government extended the JSS selection period, which was to close today, owing to the challenges faced since the exercise started. The portal to select JSS was opened on August 15 but children had not gone back to schools due to the election exercise.
He added that the current 10-day extension is the last chance that parents will be given.“Remember August 15 was a strong day in our country and even those of us who have the skin of hippopotamus were glued to television sets. It would have been unfair to expect children, parents and teachers to start selection as normal.

Today (Monday), in certain parts of the country there are people more concerned about other things,” he said, adding that there are private schools which are still in the process of being registered.
“We cannot register a private school, which is going into junior secondary, without first inspecting its laboratories and seeing they are up to standard,” Magoha said.
He insisted that children in private schools should consider remaining there for the next three years so that the mad rush to top schools in the country is reduced.
“Since this is a consultative process, not just selecting schools, the children should talk to their parents and teachers.

These are millennial children who seem to be too intelligent … persuade them to stay for another three years before going to schools of their choice,” he insisted.
That, however, does not mean that the top schools will not have a few children because a few classrooms have already been built there.
The CS envisaged cut-throat competition at Year 9 of the system.
“All the national exams are ready,” he assured.

Education cabinet secretary George Magoha has maintained that the school calendar dates and the Kenya National Examinations dates will not be adjusted unless a further decision is reached by the new Cabinet Secretary of Education.

Additionally, the Cs said that exams for Standard Eight, Form Four and Grade Six have been set and ready for administration on the scheduled November dates.

What this means is that teachers have a great task of ensuring the complete term two syllabus within the remaining one month, part of which will be consumed by assessment. Surprisingly, no serious learning has occurred in term two since learners went back home barely three weeks after resuming for term two.

According to Magoha, any alteration in the school calendar may cause another round of learning disruptions. Magoha maintained that the national examinations will be held as scheduled.

The CS also said the selection portal for Junior Secondary School was opened on August 15 and will remain open until August 30 as earlier announced.

“I ordered the early closure of all Basic Education Institutions to allow for adequate preparation and conduct of the General Elections. We indicated that reopening would be on the 11th of August 2022,”  he said.

Magoha said the ministry has been informed that the process of tallying ballots may still be ongoing on the aforementioned date.

“Therefore, following further consultations, I hereby convey the Government’s decision that Basic Education Institutions will reopen from Monday, 15th August 2022,” he added.

Education cabinet secretary George Magoha is once again on the Spot. This time, the CS Belittled a staff who was Helping Him Plant Trees in a School.

In a video which went viral on the social media, Magoha told off one of the staffs in the school and accused him of smelling chang’aa.  Magoha was planting trees with two students in a school while teachers and chiefs were seen in the crowd. The staff that he embarrassed was helping him plant a tree during the tree planting session. Many who watched the viral clip were left in utter bewilderment, with many questioning whether it was necessary for the CS to humiliate the man.

The humiliation of the man who supposedly was a teacher, has baffled many.

Magoha, who has severally been on the receiving end for insulting and humiliating his audience and hosts, once again found himself on the wrong side with Kenyans for belittling the staff.

In the video, Magoha was planting trees with two students in a school while teachers and chiefs were seen in the crowd.

The staff, who was on an orange t-shirt and was holding a spade as he was helping the CS appeared to move closer to Magoha but at once, the CS addressed him with contempt, alleging he was stinking of chang’aa.

“We! Unanuka chang’aa! Kwenda mbali kabisa na mimi sichezi na wewe (You are smelling chang’aa! Go away from me I am not playing with you,” he said.

Kenya Union of Post Primary Education Teachers (KUPPET) has faulted the education cabinet secretary George Magoha over his recent remarks on KNUT’s 60% salary rise demands.

Magoha was recorded on Thursday saying that the government is already investing a lot in the education sector and that it has room for a salary increment.

“The government is already spending 25.9 per cent on education, although I’m not the one in salary docket, the 60 per cent the teachers are asking for is unreasonable,” he said.

A day later, KUPPET secretary general Akello Misori labelled Magoha’s remarks uncalled for.

“According to the minister, teachers are being ‘unreasonable’ in demanding their share of relief from economic effects that the government has acceded to at the highest levels,” Misori said.

According to Misori, teachers salary is an important element of the country’s economic planning.

“Not only have teachers’ incomes been eroded by high inflation in the recent years, they deserve salary reviews under the 202-2025 Public Sector Review Cycle – which they were denied last year on the false basis of the COVID-19 pandemic,” Misori said.

Since the year started, both KNUT and KUPPET have tabled their demands for an increase in teachers salaries.

KUPPET and Kenya National Union of Teachers (KNUT) have presented their demands to the Teachers Service Commission (TSC) calling for a review of 2021-2025 CBA.

Misori asked Magoha to shun teachers affairs and concentrate on the ministry of education.

“As a union, we urge Magoha to keep himself busy with the many delicate matters of his Ministry and let the TSC do its job,” Misori said.

Three judges have Jointly declined to terminate the case challenging the competency-based curriculum (CBC), whose implementation has reached Grade Six, as demanded by education cs George magoha.

Judges Hedwiq Ong’udi, Antony Mrima and Antony Ndung’u have allowed former Law Society of Kenya (LSK) president Nelson Havi to inherit the case, arguing that the CBC suit raises matters of great public interest.

According to the judges, the suit will determine the well-being and future of the Kenyan child. The court observed that the petition challenges the authenticity of the CBC education system, which the petitioner claims is burdensome to students and parents.

“The suit raises serious constitutional issues, which should be synthesised, articulated, digested and adjudicated before a determination is rendered,” they ruled.

Further, the judges noted that the suits raises serious issues that touch on the core of the education system. The initial petitioner, Esther Ang’awa, a parent and an advocate, maintained that the government did not seek public input before folding up the 8:4:4 system. Additionally, that teachers were also side-lined, despite being the implementers. Ang’awa told court she has lost interest in the case and sought to have her lawyer, Mr Havi, inherit it.

Initially, Education Cabinet Secretary George Magoha had asked the three judges to dismiss the petition. The CS, through Senior Counsel Philip Murgor, said the new curriculum has taken off and should not be hindered.

Murgor urged the three judges to dismiss the suit as the aggrieved parent, Ms Ang’awa, had lost interest in the case. He further opposed her replacement by Mr Havi.

The curriculum was introduced six years ago. Speaking on Madaraka Day, President Uhuru Kenyatta said nothing will stop its roll-out. Already, the government is preparing to roll out junior secondary school next year January.

Declining to proceed with the case, Ms Ang’awa claimed that since she filed the suit last year, the state and government agencies have been negatively profiling her.

“Esther Ang’awa has informed me that she is not interested in the pursuit of the petition for the reason that she has been negatively profiled by the state and governmental agencies and that the continuation of the petition in her name has and will prejudice her and the education of her child,” said Mr Havi.

“In view of the above, I verily believe that it is just and proper that Esther Ang’awa be substituted with myself as the petitioner in order that I may continue with the petition in my name, in terms of my undertaking to the members of the public affected by the subject matter therein.”

Ang’awa named Prof Magoha, the Kenya Institute of Curriculum Development, the Kenya national Examination Council, the Teachers Service Commission, the Kenya National Union of Teachers and the Kenya Union of Post-Primary Education Teachers, the National Assembly, and Interior CS Fred Matiang’i as respondents. Others named as interested parties are Kenya Private Schools Association, the Kenya Primary Schools Heads Association, and the Kenya National Parents Association.

“That the actions of the first to the four respondents as set out in the petition are manifestly unconstitutional and unlawful, are prejudicial to the future of the children of Kenya and ought to be halted pending the determination of the questions raised in the petition,” said Mr Havi.

Education Cabinet Secretary George Magoha has refuted claims by a section of stakeholders that President Uhuru Kenyatta hasn’t employed sufficient teachers in the country.

Speaking on Wednesday during the 45th Kenya Secondary School heads meeting (KESSHA) in Mombasa, Magoha said credit should be given where it’s due.

“Let us give Caesar what belongs to him,” Magoha said.

“Do not accuse the President of not employing teachers. From when he took over, he has employed over 120,000 teachers, and even this year he is employing.”

President Kenyatta officially opened the conference.

The meeting was attended by over 10,000 secondary school principals from across the country.

In his address to the teachers, the President focused on the Competency Based Curriculum, CBC.

He noted that the roll out of the curriculum is on course with more than Sh9 million already set aside for learners in January 2023.

The head of state confirmed that 6,470 classrooms out of the 10,000 earmarked to accommodate Junior Secondary school learners in January 2023 have been completed.

He lauded the new curriculum as the best for the learners as it focuses on identifying and nurturing their potential through practical learning as opposed to theoretical teaching which laid emphasis on routine memorization of content.

In his speech, Magoha lauded the school heads as heroes who have carried the country through the transformation of the education system.

“I have never heard you pronounce something during the day and then change at night. That is why you are the ministers of Education. I am just your agent. I appreciate that,” Magoha said.

He said he was committed to ensuring that the Elimu scholarship goes to learners from poor backgrounds.

The programme will benefit 9,000 learners who cleared their Kenya Certificate of Primary Education in March this year.

Of the 1,225,502 candidates that sat the 2021 KCPE, 900 were inmates, 573 were overage candidates, 33,627 were underage (12 years and below), and 9,128 were candidates from refugees in camps and 2,819 are Special Needs candidates.
While releasing the Form One placement results in Nairobi this morning, Prof Magoha said 10 schools had received applications of over ten times their capacity.
“It became clear to us that a big number of candidates did not receive proper guidance and direction when choosing schools. This resulted in some schools attracting far many applicants against their capacities,” the CS said.
For instance, Nanyuki High School, the most selected school in this year’s selection, has a capacity of 480 but got 156, 003 candidates selecting it.
Kabianga High School, one of the top schools in Kericho County, has a capacity of 528 but got 149, 087 candidates picking it as their choice.
On the other hand, Pangani Girls High School (one of the top-performing girls’ schools in the capital city) has a capacity of 336 and 118, 073 2021 KCPE candidates preferred to join the institution.
Others are Maseno School 110,811 against 576, Nakuru High School 107,915 applicants against a capacity of 336, Alliance Girls’ High School 104,353 against 384, Kapsabet Boys 99,725 against 384, Butere Girls High School 98,410 against 528, Mang’u High School 93,648 against 432 and lastly Moi Girls’ High School- Eldoret 92,666 against a capacity of 336 students only.
“This scenario can be avoided if candidates are offered relevant guidance during the selection process by teachers and parents,” the CS added.
Moreover, Magoha also commended two schools in the Nyanza Region that went out of their way to expand capacity in support of 100 per cent transition.
“St. Albert Ulanda Girls and Sironga Girls are going to admit 864 and 816 candidates respectively,” Magoha noted.
The Ministry of Education has placed some 38,797 candidates in National schools countrywide, another 2,045 for Special Needs Education, 214, 960 others in Extra-County schools, 218, 456 more to join County schools and 726, 311 others join sub-county schools while another 9, 128 are Refugees in camps.

Speaking at Nyamira Girls High School in Bondo while commissioning CBC classrooms, the Education Cabinet Secretary said the cartels are targeting naive principles with the promise of boosting the examination results of their respective schools.

He warned the examination cartels that his office is aware of the shoddy plans and will take stern action against those found culpable.

“I caution any principal against engaging in the vice because it will sure cost you your job. Do not dare give out student confidential data to any unauthorized KNEC official,”Prof.Magoha warned.

The CS on that note assured the public of the sanctity of the examination process noting that the examination materials are ready and there will be no cheating in the exams.

“We have already deployed over 2500 teachers to man the exams schedule to start on 7th march. Overall, there shouldn’t be any cause to worry because we are keen on every detail in the whole process,” he assured.

The CS denied having directed schools to expel homosexuals from schools, saying that schools are only supposed to expel invasive and manipulative students.

Magoha, who was speaking when he commissioned a CBC classroom at Parklands Arya Girls Secondary School, said that he was misunderstood.

“If you want to hop from one bed to another, then you need to be released to go to a day school where you’ll be closer to your parents who are your first responsibility,” Magoha said.

The CS said homosexual students should engage in such activities away from school.

“We have no problems with homosexuals who do their business out in the streets, but if you are like the ones we have found, you move from one bed to another, we have proclaimed that those ones shall be day scholars,” he said.

“But then they said I don’t like homosexuals. No one has told you to go and disturb another person’s child. Why don’t you wait until you go home, go to the streets and do what you want?”

He added that the interaction of these students will in a way affect others.

In December last year, Magoha said all homosexual students should join day schools.

The remarks sparked mixed reactions with lobby groups and social media users condemning the directive.

Members of the lesbian, Gay, bisexual, transgender (LGBTQ) community earlier this year took to the streets of Nairobi, condemning the directive.

The activists said that the ban perpetuates the marginalisation of the LGBTQ community, who would be pushed to the outskirts of the society where poverty, crime and inequality lies.

The LGBTQ community issued demands to the ministry of Education to curb violence and discrimination.
