Teachers who failed to activate their TSC emails are yet to receive more punishments with the teachers’ service commission (TSC) now blocking them from participating in the ongoing 2019-2021 wealth declaration exercise.

TSC maintains, through its circular on wealth declaration that teachers who refused to activate their office 365 emails will not declare their wealth, implying that they will be subjected to a fine of upto ksh. 1,000,000 according to the constitution.

This latest move has sent teachers who never activated their emails into panic mode, and a feeling of not knowing what to expect next.

“The declaration can only be accessed by individuals who have activated their official @mwalimu.tsc.go.ke email address. This will be vital for user credibility, setting, accessing, and resetting individual passwords for the declaration as applicable. A copy of the submitted declaration will automatically be sent to the teacher’s email,” reads a circular signed by Nancy Macharia.

Teachers who never activated their emails have tried to access the wealth declaration portal with no success. Before 1^ST November, they could access the site but could only see their non-editable past wealth declaration forms.

This time, even teachers who have served for less than a year are able to declare their wealth.

All TSC employed teachers, interns and heads were expected to activate their emails, with a projected move of migrating to digital data management rather than the traditional hard copy file management.

Heads of institution were also expected to open a separate email for head of institution, which would enhance continuity in case another head comes in.

The activation window for email activation elapsed and the teachers can not activate their emails now.

A couple of months ago, teachers were instructed by the teachers service commission to activate their emails. The 90 day exercise is ending on 30^th April 2021, beyond which no more email activations will be accepted for the teachers who are currently in service. Microsoft outlook365 is very unique and advanced compared to other email platforms like yahoo and Gmail. Some of its unique features include;

• In built office packages like word, excel and publisher, PowerPoint, outlook, etc
• Onedrive for cloud storage of documents. These documents can be edited within the email without downloading them
• Teams for creating groups of a common interest

Looking at those features, one can easily judge the intention of TSC with those emails after 30^th, despite them being idle for the last three months.

A TSC insider left our team in suspense when approached concerning those emails. “The commission is working round the clock to digitize everything including lesson notes and schemes of work. Filling of TPAD also requires permanent evidence, which only outlook365 can retain for a big number of people like teachers. Everything done by the teacher daily will be loaded in files on His/ her email. The Microsoft Email shall be like a data base to store the activities of the teacher on daily basis. Matters Transfer, Promotion, Discipline, Appointment Shall be pegged on the data as uploaded on the email account. teachers who will not have complied will like face these consequences.

With the deadline for TSC email activation fast approaching, the teachers’ service commission has revealed a raft of measures that it could take against teachers who will not have activated their emails by the deadline.

The activity, which required all teachers to acquire an outlook365 account from TSC, began three months ago. TSC has maintained that it will not extend the deadline by even a second, and that the defaulters will have to be punished for gross insubordination, which is against the TSC code of conduct and regulations.

“Kindly remind your teachers to ensure they activate their emails by 30^th to avoid landing in problems. The commissioners have met and resolved that defaulters will face dire consequences,” reads a message sent to a principal by a TSC deputy county director.

Upon resumption for third term, the teachers will have to show cause why they declined to take part in the email activation exercise. TSC has talked of such teachers committing an insubordination offence. This might attract interdiction, pay cuts, removal from payroll among other punishments.

The victims will also not be liable for transfers, promotions and appointments since these will rely on the data in the email accounts yet theirs will be inactive.

In the beginning of 2021, the Teachers Service Commission,TSC, introduced an e-platform for official emails. All teachers employed by TSC and those undergoing internship programmes were targeted.

The commission directed that heads of institution, and teachers including those serving under internship programme to activate their email accounts on TSC portal. Activated emails will be used for all communications from the Commission.

The official email should take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

Email activation is a very simple task that you can do using your mobile phone.

Procedure

1. Visit the TSC Website: https://www.tsc.go.ke/
2. Go to Online services in the tabs. In the drop Drop down ,select Teachers Email activation
3. Upon clicking, you will be redirected to another page, enter your TSC number and click next.
4. Enter  your ID number and click Verify
5. Your TSC generated email and temporary password appears. Write down your official email and temporary password i.e Vaxh3114 some where. Alternatively, you can copy them separately.
6. Click  on the office.com just in the same window to go to the next site. Pick ‘another account’ will appear. Click on ‘use another account’ then provide your email that you had recorded/copied and click next.
7. A page that requires you to ‘Update your password’ will appear .You will be required to fill a current password, New Password and confirm New password. Enter the earlier recorded password as current password then choose a new password. Note that if you choose a commonly used password it will be rejected and you will be directed to choose a harder one or one that has never been used with at least a number, uppercase letter, lowercase, and a special character. Confirm the new password and sign in.
8. Once you have signed in, a page that requires you to add more information will appear. Once this page appears click next.
9. Click on the dropdown arrow and select your country as Kenya. Enter your number, then click on next.
10. Enter the 6 digit code that will be sent to the phone number you provided for verification, then click on next. A message that says ‘Well done. You have successfully set up your security info. Choose “Done” to continue signing’ will appear on the screen. Click on DONE.
