Teachers who failed to activate their TSC emails are yet to receive more punishments with the teachers’ service commission (TSC) now blocking them from participating in the ongoing 2019-2021 wealth declaration exercise.

TSC maintains, through its circular on wealth declaration that teachers who refused to activate their office 365 emails will not declare their wealth, implying that they will be subjected to a fine of upto ksh. 1,000,000 according to the constitution.

This latest move has sent teachers who never activated their emails into panic mode, and a feeling of not knowing what to expect next.

“The declaration can only be accessed by individuals who have activated their official @mwalimu.tsc.go.ke email address. This will be vital for user credibility, setting, accessing, and resetting individual passwords for the declaration as applicable. A copy of the submitted declaration will automatically be sent to the teacher’s email,” reads a circular signed by Nancy Macharia.

The Teachers Service commission, TSC, has extended the email activation exercise. The commission had initially set the deadline for 30th April, 2021.

According to the data from the commission, only 76 percent of teachers employed on internship and permanent and pensionable terms managed to activate their emails within the deadline, which elapsed on 30th April.

“Teachers email activation stands at 76 % compliance, hongera walimu. There is a window for Permanent and Pensionable and intern teachers who have not activated to do so in order to receive official communication from the employer,” read a statement fro the commission.

TSC Email activation started on 15th of February 2021. The commission has not yet set a new deadline.

At the same time, TSC has offered a platform where teachers who are experiencing challenges while activating email can fill a simple form online and their problems will be ironed out.

The teachers’ service commission, TSC, is likely to extend the deadline for TSC email activation, which had been set to be April 30th 2021. This is after it emerged that s considerable number of the email addresses are not recognized by outlook365, thus are not working. Some of the temporary passwords too were being rejected even after applying the keyboard case rules to key in the right cases. What this means is that the affected teachers will not only be unable to get email notifications, but also to upload the documents required in office365.

It has also been realized that majority of the interns and the newly employed teachers have been left out in the email activation exercise since they have not been captured in the TSC data system and TMIS.

A senior official argued that the initial date line might not work for the affected teachers till the faults in the system are fixed. She hinted at a possibility of extending the email activation exercise by at least two weeks.

“Extension of the deadline will enhancing fixing of these errors in email activation and also give defaulters ample time to activate their email accounts, lest they face dire consequences,” said the official who sought anonymity.

In the March circular, which directed teachers to activate their emails, it was clearly captured that after the 30th April deadline, no currently employed teacher will be allowed access into the email activation portal.

The circular also stated that that the email will be the means of communication between the teachers and TSC and that teachers will also use its features to engage in remote learning.

What is teacher profile?

What is TSC teacher profile update?

When is the deadline for teacher profile update?

The deadline is open since TSC wants as many teachers as possible to have their details captured. Being part of current teacher registration, updating teacher profile will be a continuous process.

Is there a circular to this requirement?

No. the circular is not yet out but the online portal is already open for teachers to update their profiles. Since it is a continuation of the teacher registration process (which teachers did minus a circular), even this one may not require a circular but an action.

Are BOM teachers and intern teachers taking part in the teacher profile update task?

All registered teachers who have acquired their TSC numbers should update their teacher profiles. All intern teachers have TSC numbers thus are eligible to update their teacher profiles. Any BOM teacher with a TSC number is TSC registered and therefore is eligible for the profile update exercise.

What action will be taken against me should I fail to update my TSC teacher profile?

As at now, no punishment or punishment procedure has been designed for defaulters of this exercise. However, it is prudent that a teacher updates the profile as a proof that s/he is qualified. Looking at the requirements of certificates and transcripts which should be uploaded, it is evident that TSC is out to filter out some teachers. Failing to update your profile therefore would be translated that you don’t have the required qualifications to be teacher since your certificates will be missing in the TSC database. This may create a strong ground to filter you out.

Are there registered teachers who have been barred from updating their TSC teacher profiles?

Secondary school Teachers who scored mean grades C plain and below cannot complete their teacher profile updates. The options given in that part of the updates are grades A to C+. Such teachers therefore have no choice but to leave that space blank. You cannot proceed with a blank space.

Why the categories of teachers above are barred?

The minimum university entry grade is a C+. For diploma holders, the minimum grade is also a C+. The system might have been set to factor C+ as the minimum grade.

Is teacher profile update similar to T-Pay?

No. though both of them are TSC online services, they differ a graet deal. t-pay is the payslip portal where teachers can access their online payslips and  p-9 forms. teacher profile is teachers bio data, geographical details and education details details as captured in the teacher online portal.

The ongoing exercise of updating teacher profile has not been to registered teachers who got C plain mean grade in their KCSE exams.

Usually, the profiles are given by the teachers while registering for their TSC number. Since teachers registered, nothing much has happened on the profile yet the teacher has undergone a series of transitions. These transitions, alongside the bio data that were not captured at the time of registration, are the ones to be added while updating. However, teachers who got a C plain mean grade may not complete the TSC profile update process unless the portal is reset. This is after it emerged that the system only recognizes mean grade A to mean grade C+ for secondary school teachers.  There is no option of filling mean grade C plain to mean grade E. This simply means that the affected teachers will not complete the online teacher profile update process. Primary school teachers with mean grade C plain can however complete their teacher profile update process.

Sources have it that the system needed to be updated so as to filter out graduate teachers who proceeded to the universities to pursue education, despite having mean grades lower than the  C plus cut off.

A couple of months ago, teachers were instructed by the teachers service commission to activate their emails. The 90 day exercise is ending on 30th April 2021, beyond which no more email activations will be accepted for the teachers who are currently in service. With the deadline for TSC email activation fast approaching, the teachers’ service commission has revealed a raft of measures that it could take against teachers who will not have activated their emails by the deadline.

The activity, which required all teachers to acquire an outlook365 account from TSC, began three months ago. “Kindly remind your teachers to ensure they activate their emails by 30th to avoid landing in problems. The commissioners have met and resolved that defaulters will face dire consequences,” reads a message sent to a principal by a TSC deputy county director.

Upon resumption for third term, the teachers will have to show cause why they declined to take part in the email activation exercise. TSC has talked of such teachers committing an insubordination offence. This might attract interdiction, pay cuts, removal from payroll among other punishments.

The victims will also not be liable for transfers, promotions and appointments since these will rely on the data in the email accounts yet theirs will be inactive.

Email activation is a very simple task that you can do using your mobile phone.

Procedure

  1. Visit the TSC Website: https://www.tsc.go.ke/
  2. Go to Online services in the tabs. In the drop Drop down ,select Teachers Email activation
  3. Upon clicking, you will be redirected to another page, enter your TSC number and click next.
  4. Enter  your ID number and click Verify
  5. Your TSC generated email and temporary password appears. Write down your official email and temporary password i.e Vaxh3114 some where. Alternatively, you can copy them separately.
  6. Click  on the office.com just in the same window to go to the next site. Pick ‘another account’ will appear. Click on ‘use another account’ then provide your email that you had recorded/copied and click next.
  7. A page that requires you to ‘Update your password’ will appear .You will be required to fill a current password, New Password and confirm New password. Enter the earlier recorded password as current password then choose a new password. Note that if you choose a commonly used password it will be rejected and you will be directed to choose a harder one or one that has never been used with at least a number, uppercase letter, lowercase, and a special character. Confirm the new password and sign in.
  8. Once you have signed in, a page that requires you to add more information will appear. Once this page appears click next.
  9. Click on the dropdown arrow and select your country as Kenya. Enter your number, then click on next.
  10. Enter the 6 digit code that will be sent to the phone number you provided for verification, then click on next. A message that says ‘Well done. You have successfully set up your security info. Choose “Done” to continue signing’ will appear on the screen. Click on DONE.
